The penitentiary eyatem of dealing with our criminal ia comparatirely new in this State, and aa it is now by tar the most coHtlj of all our inititutions, and ia almost daily becoming more ao, everything pertaining to it is deserving of your ear nest attention. Tha maiu idea of such a system is to punish offenders ; with hard labor, either to referm or deter them aud others from tbe commission of crime. The economic problem ia to make this labor auppert the institution. The plan adopt ee at present ia much more than doing this if the work being done by the con vict s waa paid for iu caah. The number of convicts now on nand and their distri bution is shown by the report of the very competeuiand energetic board of directors ni superintendent, , sent herewith. The able force kept in the eucloure has been constantly employed upon the walls and buildings, and by placing a cash valuation upon the work, doue, it will be seen that they have earned handsome wages ovee aud beyond their. keep. The returns from tLose eDtraired on the various railroads show greater wages valuing their work l,v encinotr's estimates.
