The law was passed in the winter of .1898, and was given considerable publicity at the time, but in Tiew of the later de velopments bearing upon it a re statement of its salient points may be instructive to some. The jaw provides-for the elec tion by the General Assembly of a State Board of Election Commis sioners, consisting of three men, serving for a term of four years. This board is authorized to appoint in each oounty of the state a Coun ty Board of Election Commission ers. This latter' body in its turn designates two judges, a clerk, and a sheriff of election for eaoh elec tion precinct in the county, the law requiring that while two political parties exist the judges shall belong to different parties, as shall also the sheriff and the clerk. It is the duty of the County Board of Elec tion Commissioners to examine tbe election returns And award certifi cates of election. In contested election cases the County Board of Election Commis sioners Is made the judge in regard to county officers, while the State Board of Election Commissioners is constituted the judge in officers elected by the votes of more than one county, except in contests over the election of the governor or lieutenant governor, where the de cision is rested in the General As sembly, i Senator Goebel, the author Of the law, has admitted from its in ception that it was a party meas ure, but one which was made nec essary by the conditions in Ken tucky. According to his state ments the Republican majorities have been fraudulently increased in the mountain sections of the state to an alarming degree during recent years, and it was necessary for the Democrats to take some steps to prevent this. Against the argument that the measure pro vides for partisan boards to super vise the elections and pass judg ment in contested cases, and that it provides no penalties for the vio lation of the law by election offi cers, he has replied that there is always an appeal to the courts from the decisions of the county boards, and that the old laws for the pun ishment of election offences are still in force. Washington Post, Manila, Hollo and Oebu. London, Aug. 27. The Labaun correspondent of The Reuter Tele gram Company cables that reliable news received there direct from Manila, says that an indescribable state of anarchy prevails. The Americans, according to these ad vices, occupy a radius of 15 miles there. Around the town of Jloilo they occupy a radius of nine miles, and around Cebu they occupy a small radius. The rest of the country, it is added, is in the hands of the Filipinos- " 7 The correspondent also says it is reported that the Filipinos . have murdered the crew of the steamer Saturnus. J Peck Postoffico Wiped Out. Washington, August 26. The Post master General to-day ordered the dis continuance of the postoffico at Peck, Fla., because of the recent whjtecap ping of the postmaster there. The discontinuance followed closely a re port received from Postmaster Crum, and verified by a report telegraphed this afternoon by Postoffico Inspectors Tate and Bass, who were ordered to in vestigate the affair. The United States district attorney Js now on the ground preparing a prosecution of the guilty parties. A reward of 1200 will, it is stated, be offered for the arrest and con viction of each assailant. ; Third Attempt at Suicide. Davidson, Aug. 36. A man by the name of' Austin' Wilson at tempted to commit suicide here Saturday night. He took a dose of laudanum, and left the house. He was found Sunday morning lying some distance from home with a bullet hole through bis left lung, and his pistol by his side. This is the second or third attempt he has made to destroy his life. His mind is evidently unbalanced. This evening there seems to be a possibility of his recovery. The Treasury Bureau of Statis tics in Washington has just given out an interesting statement in con nection with our trade with the countries lying south of the Unit ed States. It appears from this that to Mexico the United States supplies 49 per cent, of the total imports for consumption; to the Central American states 37 per cent.1; to Columbia 33 per cent. ; to Venezuela 37 "per cent.: to the West Indies 20 per cent.; to Brit ish Guiana 25 per cent; to Dutch Guiana 23 per cent., and to French Guiana 6 per cent. - All"seven days of the week are prey days with some people. It is estimated that there are three times as many illicit distilleries. Julius Alexander, colored, was privately hanged in Charlotte Fri day for assaulting a white woman last February. He confessed)! the crime and said the penalty was just R. B. Loryea, of Manning, S. C, strolled away from a hotel; at Tryon, N. C, last Wednesday, got lost, and died from exhaustion caused by climbing the mountains. E. K. Smoot, a young man: of Durham, has secured abig govern ment contract in Mexico. It is for the construction of harbor works at Manzanillo, on the Pacifio coast. , George Sloan, cashier of the Wilmington Savings and Trust Company, has disappeared. The funds of the bank are in good con dition and no depositor will lose anything. ! Isaac Royal, of Yadkin county, drank a quart of whiskey before breakfast one morning last week and, died in a short time thereafter. He was the father of a large, fam ily and was about fifty years old.1 ; It is said that all the Bankjer ponies were drowned in the recent terrible storm on our coast. A gentleman from Beaufort tells the Goldsboro Argus that one man counted 52 dead ponies within a distance of a few miles. M l Capt. Calvin Barnes, a promi nent citizen of Wilson, was from ambush Monday evening he was returning from his farm. He was within half a mile of Wil son when the shooting occurred. It is thought that the wound will prove fatal. I It seems that there is one man in Elkin who stiU has faith in the Confederacy.' One day last week a country boy went into his place of business to settle an account of $15 and tendered a $50 Confederate bill. The gentleman took the bill and gave the boy credit for his ac count and $35 in change. jj The crop pest commission finds that the San Jose scale was intro duced into the peaoh orchards in the Southern Pines section in 1892, by cheap nursery stock bought in New Jersey. About 200,000 trees are more or less infected land nearly 100,000 have been cut down and burned. The condition of the other orchards there is yet far from satisfactory. Melville Parker, a colored con vict on the Durham county chain gang, criminally assaulted! the eight-year-old daughter of William Hurdleston, a respectable white farmer, Monday evening about dusk. Parker was a trusty j and bad been tent to a spring for water when he met the little girl, j He was promptly placed under guard to prevent lynching. j ii It is stated that Judge Purnell has asked for the resignation of J. B. ' Fortune, clerk of the United States court at Raleigh. Fortune is a western man from Cleveland county and when Purnell was ap pointed judge he was appointed clerk at Raleigh at the instance of Senator Pritchard. It is said! that Purnell wants clear of Fortune in order to appoint an eastern man George Greene, of New Berne and notwithstanding Sen.
