A gigantic system of official "fraud and cor ruption has been unearthed at Se baetopol. s Forty-three government officiate have been arrested, and will be tried by court-martial De cember 2. Among the accused are many high naval, officials, includ ing the former senior port officer. Commander Relitsky, several well known constructors, nearly every chief engineer of the ships in Rus sia's Black Sea fleet, the commis sary officers, and others. It is reported that several of the accused have committed suicide rather than stand trial, for if found guilty they would be banished to Siberia. Vice Admiral Tyrtoff, the Russian naval commander in the Black Sea, is responsible for the arrests. He alleges "that the offi cials of the various government departments from Sebastopol to Nikolaiev have for a long time been engaged in a huge conspiracy to misappropriate funds and sell government supplies, covering their defalcations by forgery and sup pressing information by widely dis tributed bribes. The affair has created the great est consternation. MORE MEN WANTED, A Thousand to Be Recruited for Service in the Philip pines. - Washington, October 30 Although the twelve additional volunteer regi ments authorized by the President have been recruited, the work of secur ing additional troops for the Philip pines will not stop. It has been decid ed by the Secretary of War to enlist at least a thousand more. With the de parture of the Forty-Ninth Volunteers (colored) November 15th,- the last of the twelve volunteer regiments will be en route to Manila, and with its ar I rival Otis will have a force of 05,000 men. The additional thousand to be enlisted will be utilized in bringing up the regular regiments now in the Philippines to their maximum quota. War Department odditis announced to-day that they expect Lawton to make considerable advance within the next ten days. j Prices For Bicycles Fixed.- New York, Oct. 27. The Ameri can Bicycle Company today issued a statement announcing that the general direction of the various factories and selling departments will be conducted in New York city. The various companies will form into groups, and one com pany of each group will, besides its own products, sell that of the other companies in the group. The prices adopted are $75 and 160 for chainless wheels, and 50, $40, $35, $30 and $25 "for chain wheels. STATE NEWS. The wounded boy died. .William Hunnvcutt, a blockader, killed Deputy Marshal Grier in Mitchell county a few days ago. The attorney general of the United States has offered a reward for the capture of the murderer. A new public school building be ing erected in Raleigh is to be call ed the Wiley building, in honor of the late Rev. Calvin H. Wiley; North Carolina's first superintend ent of public instruction. There is only one sub-Alliance alive in Mecklenburg county, and it has only seventeen members. A few years ago there were twenty five sub-Alliances in Mecklenburg, all of them having large member ships. 1 The Supreme court last week de cided a point never before raised in this State, in the case of Benton vs. Collins, that in an action for personal injuries the trial judge has power to set aside a verdict for inadequate damages and that such power is not reviewable. j Samuel Bartholomew, of Bosco bel, Wis writes ' the Secretary of State, asking if Colonel Gibson,- of the Forty-second North Carolina Regiment, killed at Gettysburg, has any relatives in North Caro lina. Bartholomew says he buried Gibson and that a ring and a watch were taken -from his body. He knows where the ring is and desires to have It returned. "Rev. W. J. Crowder, who for over forty: years had been a Meth odistcolporteur in Raleigh, was found dead in bed Monday at his home. During the civil war he gave great numbers of tracts to soldiers and during the war with Spain last year be also gave sol diers leaving home or passing through many tracts, the latter at tracting special attention -because they were printed on the dingy pa per of the Confederate period. j Work is going on rapidly in the construction of the Durham & Charlotte Railroad. At present twenty-three and a half miles of this road are in operation and trains are running from Gulf to Elsie in Moore county. Star, tne present objective, point, is only eleven miles distant from Elsie. Half of this distance has been graded and the laying of rails will begin soon. The construction force is working in Montgomery county. r - ji Crime Caused by Fanatics. Atlanta, Ga., October 26.4 The Georgia legislature met in Tegular session here yesterday. After organization had been per fected, the message of Gov. Cand ler was read. The chief executive devoted several paragraphs of his message to the twin subjects of crime and mob violence. He re ferred in general terms to the crimes in different sections of the state, taking the position that the unusual amount of crime by law less negroes and the consequent unprecedented amount of mob vio lence can be laid at the door of in termeddling and irresponsible fa natics and fools who do not know anything of the situation in the South, nor the real relations of the people of the two races. i He believes that almost; if not all, of these criminal acts on the part of the lawless negroes can be traced to the people whose utter ances in their newspapers and through incendiary letters sent to negroes in the South have greatly aggravated a situation which they profess to deplore. The Civil Service Commission has made public a letter from ex Senator Edmunds, declaring that the circular sent out by Ohio Re publicans, soliciting contributions from Federal employes, is in vio- lauon oi tne civil service law.
