been paid from $3 to $5 per day and
many raids were undertaken dpon
evidence that was not reliable, as all
civilians who inform collectors of
supposed illicit stills are hired to
guide the officers and help in the
raid. Hence the tendency was to take
the chance of making the money
without there being any foundation
for the idea that there was an illicit
still in the neighborhood.
This new ruling, which has just
been issued by the commissiouer of
internal revenue, declares that "be
ginning October 1 no guide or posse
man should be employed to assist of
ficers in raiding illicit distilleries un
less it be distinctly understood that
payment for services performed is
contingent on the seizures or destruc
tion of an illicit still. In other words,
prior to employing a guide or posse
men he should be informed that if
the raid results in no seizure or de
struction of an illicit still no pay
ment will be made for his services
and the trip will be entirely at his
own expense. This understanding
should be clear before his employ
ment." The wages will remain the
same, however, and when a raid is
successful the possemen will receive
$3 to $5 a day for each day.
