State Gov for the six hands cf lat result i With the exception of ths Legisla- rnrnent of Morth Carolina, years pafct have been in the the Radical party, w;dh v? has. alas 1 been to) manifest !to the most callous observer of passing events. The firt Legisiatureaander'the Iladi cal Constitution wa.-t, overwhelmingly radical in numbers, and intensely so in spirit. The fruits of that Legislature we are to day seeing and feeling. Py it, with the sanction and support of theExecutive and judicial departments of our government, was the credit of North Carolina blasted, and a spirit of distrust was engendered among our people. The policy of the leaders of that party was to array clas against class, race against race, thus sowing broadcast theseddsof discord and strifo where harmony and peace should, and would have reigned, but for them. They first implanted these seeds of dis content into the. creduloMs minds of the Begroea in the midnight gathering ; of the clans. These were impressed more forcibly upon their benighted in-, tellects by means of a r.um' e tf suj e: etitious observance? in their ritual or ceremony of initiation into the order, and were kept up in the regular trans ections of the business of this gather ing together of the jacobin clubs. By 'means of combining the blacks against the white men of Ihe South, who chose not to bow down and wo : ship the Ilad ical gods, tho leaders of theso clubs were elevated to power. jThe first, and about all of the offices in the State Government, were filled by them. And we hazard the assertion that a more corrupt and venal set of men never held high carnival in any, land- t'. an these men who by these most disrepu table means foiled themselves by the of of the people of a Republic have, treated sueli an attempt at the usurpation ot their powers and rights by a domineer ing Executive, : They were met as they should Lave been. Two years after this the people the free people the descendants of the men of Ilumiymede, of jJJunker Hill, of .York town, and of Chancellors ville, rose up in their strength not in arms, with brist ling bayonets, and shi ning field pieces, but with the mighty ballot, th .t terror to tyrants, and sent a Legislature to Raleigh that-called the gteat head of this infernal combination against the liberties of the people of North Caroline, to ccount for the many crimes that he had committed. They found him guilty, and in this they did well. 1 hey. put the brand upon him as an enemy to the people off of whom he had grown into great estate. Other were made tt quiver in their boots .lest they too should meet with their well deserved fate. We think that the Representatives of the people in 1870 did Well- They might have done bet 1 ter. They should have called to the bar of the Senate many which they did not. They erred in this. Many of these men will, however, tootf be called to another bar. They are about to be called to that grand assize, ia which the people of North Carolina, will sit as judge, jury, 'prosecutors and witness. And when it shall be de manded of them how they will acquit themselves of the premises, in the said indictment, specified and charged up on tuem, they may answer that they are not guiltj the eof, but where shall they look for their deliverance? Not to their country. For have theynot aU ready acted in such a manner as to im press such a deep, and lasting kuowl. edge of their guilt upon the country, hat nothing that they can say or do it wouM be Lest to pay in For had Mr. Smith refused to Lave done tbii work, it would) then have been the duty of the Sheriff, to have taken the matter in hr.d, and the coat would have been much preater. I do hope for the honor of old Franklin that bur County Coit taisdorers, will reconsider their action in tbi? case, and reverse th-ir decision. 1 Tii Payee. Xectui'O. Suffice it tojsay that they did their very worst in Everything. For their breach of the high trust that wa$ misplaced in them, let the report of the ftragg committee .and tho Fruud Commission speak, though we opine that their voice is but feeble in comparison or rather contragt with the meanness that they detail. For their encroachment, upon the lib erty of tho citizen, let "Sliuffuers Rill" And the high handed and outrageous acts of a lawless executive answer. Let John Kerr, Josiah Turner, Jr., Saui'l 1. Flaming advertisements may bo seen sticking - in every conceivable place along the public highway. Merchants aro drumming and farmers are buy ing, and wo aro sorry to see that in most cases on a credit. Thus, there will be large debts made with, interest accumulating to be met in the fall ; and dark is the picture if short crops are made. ' We. would by no means have our. readers believe that we are opposed to the use of fertilizers, for when properly used they are the wealth of all cotton growing regions. The farmer who buys only so much as he is able to pay cash for will always make a profit; the truth of which lies j in these two reasons (viz) first that he gets it a gre:it deal cheaper, and has j-no interest (the canker worui that dis ! troys the good name of so many) to I pay. And secondly, under this rule he prints no more land thau he can cultivate well. Guano should by all means be used, and in this State it' is an csseutial in the cultivation of cot ton. The farmer who raises cottcn or anything eha by giving mortgages, or upon his credit however good it may be, sttnds in the place of the Gambler who stakes hU money upon a game ,of chance, he may. win, but in the end is almost sure to be found be hind the Homestead Law, Hundreds of tous of the many differeut Guanos have al ready arrived at Frank iaton, and ear loads arriving d,vily.
