It will be remembered that . the repeal bill was on the very eve of final passage. The decision of the Supreme Court in the Kearsey case was rendered. The, North Ca roll-in ''representatives, at Washington saw at once the distressingi situation into which lminy.of our people would be plunged. They sprang to the rescue. The bill was scotched. And now it looks as if it will liejover until the next Congress. - In the meantime the . opportunity for minding the bankrupt law and putting in saving clauses to the repeal bill is be ing seized upon.: Gen. R. B. Vance has been quick to avil himself bf-the -cHance.: Yesterday he introduced a bill to .amend the. bankrupt law .so' as to secure , to the debtor his homestead to the value of one thousand dollars, and five hundred dol lars personal property.
