March 1& (Special) It is expected that the River and Harbor bill, which the Commerce Committee of the Senate has had under consideration for the lat month, will be reportled this week, carrying, in the neighborhood of $46,000,000 for river and harbor improvements an increase of four to six millions over the House bill. i A careful canvas .of the Senate Committee shows a divided sentiment as to the appropriation, which is not an appropriation, but recognition of the Lakes-to-the-Gulf project, and it is extremely doubtful if the provis ion in the House bill could be re tained in its present form if a vote were taken today. When the bill is reported, however, it is thought Sen ator Lorimer of 111., who is the Fath er of the project may be able to muster votes enough to hold the pro vision in the bill notwithstanding the known opposition of Senator Burton of Ohio, and several other members of the committee to congressional recognition of the enterprise. In all probability the committee will generously provide for a 35 foot channel with suitable width in the Delaware river from Allegheny Avenue, Philadelphia to the sea, a distance of some 63 miles but as there is a stretch of 8 miles where there is an existing depth of 35 feet at mean low water the length of the river to be improved is only. 55 miles the cost t)f which is estimated at $7,000,00. The present commerce of the Del aware river according to the statis tics collected for, 1908 amounts to 24,023,85 tons the value of this com merce being $1,249,175,518. The for eign trade amounted to $152,41,012 the revenue ' collected being $161,963, 929. Taking ' into ' consideration the nec cessity that a ship shall have some water under her Keel and the diffi culty of steering a vessel whose keel is clpse to the bottom of the stream, it will be seen that the depth of a channel must be greater than the draft of the largest ships that are to use it. A half a million for Saginaw, Mich igan is being stoutly urged and the chances seem good that this project will.be taken care of In the bill as will larger appropriations for the IPotomae and Norfolk harbors. Another project which will un doubtly receive favorable considera tion is the improvement of the Hud son river below Troy. The report of Col. Black of the Engineer Corps of the Army, on the Hudson river pro ject was not received by Congress un til two weeks after the bill hadj passed the House and under the law no appropriations can be provided for projects which have not received the endorsement of the Board of En-, gineers. Col. Black was authorized to make survey in the last River and Harbor Bill, the idea being to pro vide" a channel dep enough to accom odate the barges which will.be taken through the" New York State canals as 'soon as the work, now in progress for deepening those waterways, lis completed. The State is spending upwards of a hundred million dollars to provide a channel 12 feet deed for a dis tance of about 300 miles from Buf falo to Troy as well as from Lake Champlain to the same point with a collateral branch running northward to the St. Lawrence river. When this vast work is " completed, which will be within the next five years, there will be continuous channel 12 feet deep through the entire, State of New York and what is of equai im portance this channel willbe free as no tolls are exacted by the State. At the extreme eastern and ifiouthern end of the canals, where the waters are discharged into the Hudson fiver the present channel is only 7 feet deep so that in order that the com merce of the West passing through the Lakes to Buffalo and thence east ward towards New York, may not be seriously handicapped provision will have to be made for taking care of unbroken cargoes. With the knowledge of this fact Congress authorized the survey, of a channel Southward from Troy to the Northern limits of the present deep water and under the authority of this provision in the last River and Harbor Bill, Col. Black has made i an exhaustive survey and reports that there, should be a channel at least 12 feet deep and not less than 40 feet in width and the total estimated cost of this work is $5,186,000. It is expected that when the Bill is reported to the Senate it. will carry an item providing for this en- , fire work and appropriating some j thing over a million for beginning ! the project during the next fiscal ( year and will incidentally provide that it shall be completed by the time the pending improvements on the canals are finished. This great work will enable a ves sel drawing 10 to 12 feet of water to traverse the Lakes from Duluth to Buffalo and thence by the way of ; the Eri Canal and the Hudson to ; New York without breaking bulk or J The larger vessels will simply have to transfer their cargoes at Buffalo from the mammoth Lake steamers ) to thousand ton barges which can proceed without interruption through i to th sea board. The combined work of the State of New York and the general government will, it is es timated, cheapen the price of grain from thre to five cents a bushel; a proposition which has been urged in season and out by the National Rfv ers and Harbors Congress whose slcy gan, "A policy and not a project" seems about to be realized in the bill about to be reported to the Senate. Corner GRAi JURY IKS REGULAR REPORT The Grand Jury of this term of Court finished its work Tuesday af ternoon made its report to the Judge and was discharged The grand jury recommended to the Court that tho accoustics of the court room be im proved bv some mechanical addition Hearing in the court room is bad, a person in the rear of the room can hardly hear what is going on in the bar, and the recommendation of the grand jury is made in hope of remedying that evil. The jury reported that the County home had been inspected and found to be kept in good condition, the of ficers of the clerk of the Court and Register of Deeds were examined and found to be in first class condi tion, the records being prefectly kept. The chain gang was reported to be in good condition. The following is the test of the re port in full: To His Honor, G. S. Ferguson, Judge Presiding, March Term, 1910, of the; Superior Court for Pasquotank Coun ty, North Carolina: We, the Grand Jury, do respectful ly submit our report as follows: First We have transacted all the business that has come before us at this term of the Court according to the best of our knowledge and abil ity. Second We have examined the of- flees of the.,. Clerk, of the. Superior Court, Register of Deeds, Sheriff, and County Treasurer and find the same in good condition and the books and records in the same in excellent condition. We notice one leak in the roof of the court house and recommend that same be repaired. We would also recommend" that the Board of Coun ty Commissioners take such' steps as may be necessary to improve the acoutics of the court room. Third We have visited and in spected the jail and find it in good order with the exception of one win dow shutter that needs repairing. Fourth We find, upon the oath and examination of N. G. Fifth We have examined the Home for the aged and infirm and find the same in good condition with the exception that the water closet needs some attention and that the cook 'table in the cook room needs a new cover.
