In th formation of the National Constitution, the South struggled in vain against New England to abolish the slave trade at once and for ever. When the ordinance of 17S7 was introduced without prohibiting slavery it waa the efforts of the South that restored the clause of Jefferson and reserved the territory of the North-West for the labor of freemen. The hope abounded iu the yfSouth that the arrest cf the slave tradt ' would be followed by a gradual abolition of slavery. Jefferson met difficulties thai his abilities. and heroism could not tur mount and in despair at ,the last exclaim ed: "I tremble for my country when 1 reflect that God is just, that bis justice cannot sleep forever." It was the wish in the, heart of Washington that his Slate would wipe out slavery. In utter hepe lfsness at last of seeing this done, he be queathed the freedom of his own slaves. The States seceded. The Lieutenaiit General of the American Army gave ad vice when they did it, saying he "con ceded the right of secession," aud pro nounced a quadruple rupture of the Union "a smaller evil than the re-uniting of the fragments by the sword," and "es chewed the idea of invading a seceded State." Ae United SUtes had trained its yonng soldiers how to be warriors and generals in Its own military school with its own carefully chosen text-books, which taught the right of secession F the States. The whole issue was referred to the arbitrament of the sword The decision was in behalf of freedom. The negroes were emaueir aud. Aa they emerged from slavtry whatever of odium and of unrighteousness attached to their enslavement inhere as truly in the North aa in the South. Meanwhile no enslaved people in all tislory were ever treated half so well nor lifted toward fitness for citixensbip and toward God half so rapidly- dad rigtteouslT.
