Accordingly, the min ister gave the following categori cal statement, which was taken in writing and may be accepted aa authoritatively cleaning tbe situ ation : "I tell you explicitly that there are no peace negotiations, or pre liminaries for initiating peace ne gotiations in progress at this time so far as I am aware, and I believe my information to be complete. I am not desiroos of discussing the general question of jeace; for, owing to the complete absence of negotiatioLS or preliminaries to ward negotiations, that question can only be academic and without practicable bearing. "The statement that I have con. ferred with M. Del Casse at his residence are false and are calcula ted to confuse a situation which is perfectly plain. There is no rep resentative of Japan authorized at this time to disouss peaoe or fore shadowing in the slightest what condition the Japanese govern ment might consider if the ' nego tiations assumed a practical sta'ge. On the contrary, Japan ia now en gaged in conducting a military campain, and she will unreservedly proceed with that important work." Jt can be added that the intro duction of the foregoing dispatch, as well as the portion quoted, was submitted to Dr. Mortono, who approved every word. It was aim ilarly submitted to the Foreign Office, where it waa approved throughout. Therefore the dis patch can be accepted as being in the highest degree authoritative.
