We recently referred to what was reported to be a law of the Postoftice Department which im posed $200 fine on anyone open ing a letter through mistake ad dressed to some other party. We felt sure there was some mis take about it and said so at the time. The Postmaster General furnishes the Charlotte Observer with a section of the law in ques tion, which is as follows: "Any person who shall take any letter, postal card, or packet, although it does not contain any article of value or evidence there of, out of a postoftice or branch postoftice.or from a letter or mail carrier, or which has been in any postoftice or branch postoftice or in the custody of any letter or mail carrier, before it has been delive red to the person to whom it was directed, with a de sign to obstruct the correspon dence, or to pry into the business or secrets of anotner, or shall secrete, embezzle, or destory the same, shall, for every such of fense, be punishable by a fine of not more than five hundred dol lars or by imprisonment at hard labor for not more than one year, or by both." While on this subject we men tion another order of the Postof fice Department that has been made- The Postmaster General has directed that after August 1st patrons of rural routes may se cure their boxes from whom they please or make them them selves if they likejust so they com ply with the requirements as to size.durability.safety and protec tion. Heretofore patrons were required to buy them from cer tain manufacturers. All tnat is r.ecessary now is that the user of tlie box submit it to the postmas t r of any first or second class o.fice in his country for examinn t m and approval. Then he must paint on it "Approved by the Postmaster General." UNIQUE SUIT FOR DAMAGES. A damage suit, out of the or diaary, has been instituted by one Bedsole against the Atlantic (.'. ast Line Railroad, returnable at the August term of Cumber land Superior court. Bedsole ki.led one Alexson on an excur sion train between Sanford and Wilmington and the coroner's jury found that the killing was in self defense and exhonorated hi a. Bedsole's complaint is as 1 Hows: ' That when the excursion train Mvrted from Stedman, Alexson ;lared his intention of killing M; tntiff, swearing that he should in ver get back to Stedman; that h- was drunk and disorderly and sh wed himself to be heavily armed; that on the excursion tin in, the plaintiff, so far from pruvoking trouble with the de censed Alexson, bought a reserve se.t in a locked car, that the managers of the excursion train left said train in charge of the co ductor, who, on starting to unlock the car in which Bedsole was seated, was warned by pas tel gers not to do so, as Alexson w uld harm, or kill Bedsole; that tli.j conductor declared that Alex son was bluffing; that he did tin lo if door of car; that Alexson en Wi lid with two revolvers in his hi. ids, whereupon plaintiff, in de fi' se of his own life, took that of A I -xson. 1 'he plaintiff states that, in con s.'.;uence of the disorder, confu- i 1 and bad management on said tr.nn, and on account, above all, f the cloud resting upon him tii it, in consequence of said bad m:taagetuent, he was forced to ( amit homicide, he has been fie ri usly and grievously injured." fhe different grounds upon which damages are sought these days are becoming more numer ous. and the outcome of this one adds interest- . THE WAY OF IT. Charity and Children says: "A lady living in South Carolina, but who hailed from the North, came down to teach the Southern peo- nlo how to treat the necrro. A lustful brute living on the place, whom she declared was a per feet gentleman," took advantage of tire fact that she was alone and helpless and committed an as sault upon her. We hope this "gentleman" will not be lynch ed." We have entertained the same hopes, and are reminded of an incident in one of our Southern hotels. There were several Northern fellows there in a party and had been there for some days. They had been liberal with their tips to the negro waiters in an effort to tret cood service. A Southern guest wanted some thing done and used some pretty stiff language in issuing his com mands to the waiter. In every instance the negro's response w is electrical. The Northern fel lows, the first opportunity, want ed to know of the waiter why it was that they had given him monev and treated him like a "gentleman," and had not hus tied around for them like he did for the Southerner who had been rough. The negro s reply was: Boss, he's alright; I under stands him." The Scarcity of Labor. Washington 1'ost, 18lh. At the Raleigh is former Sena tor McLaurin, of South Carolina, planter and lawyer, who has just spent a month at Asheville- Last evening the Senator gave his ideas on the negro problem in the South. "The South is suffering from a scarcity of labor that is more noticeable this year than ever before," he said. "On my planta tion in South Carolina, for the first time within my memory, some 01 my negro cabins are empty, and it is because the negro has left the farms of the South and gene elsewhere Thousand have gone to the North to become hotel waiters and porters and servants generally. Many thousands more have gone to participate in the great era of railroad building which is now in evidence all over the South and other thousandshave taken places as factory nanus in the new in d ustries that are being developed in our section of the country. The result is that it is next to impossible to get sufficient and capable labor to till the farms of the South. What there is left is not of such good quality as was during the generation just passed. In slave times the negro was compelled to live regular hoursand takegood careof himsef, because he was a valuable chattel- But to-day the young negro gets into all sorts of dissipation, keeps late hours, andisnot nearly so industrious as he was- He has neither the disposition nor training to do good work- What will be the results? In my judgment the Southern planters will have to turn to Italian labor. The negro has made a political failure, and now he is making an industrial fail ure. New and better labor will shove him off the plantations. I do not know what is to become of him." An Odd Will. Exchange. A french woman recently died at the advanced apfe of 90 years. The key of the chest will be found under the mattress of my bed. The heirs were much disturbed, for they foresaw a ma terial diminution in their share of the property. J he fortunate and expectant physician at length arrived. The notary delivered to him the kev f the chest- It was found to contain solely all the drugs and potions, still intact, which the worthy physician had given to his patient for twenty years oacK.
