"He brought onpopu larity on himself from among his loyal Democratic friends by his position on government owner ship of railways. Mr. Bryan's position was: "I have already reached the conclu sion mat raiiroaas partake so much of the nature of a monopoly that they must ultimately become public property and be managed by public officials in the interest of the whole community, in ac cordance with the well-defined theory tnat public ownership , is necessary where competition is imiK)ssible- I do not know that the country is ready for this change.
