Provisions of the Act to Provide for the Working of the Public Roadsof Robeson County and to Levy a Tax for the Same New Audit and Finance Board, With a Chairman Who Shall be Auditor. A bill has passed both branches of the General Assembly entitled "An act to provide for the work ing of the public roads of Robe son county and to levy a tax for the same. ' ' This does away with the present board of road super visors and puts the entire road machinery in the hands of the county commissioners. The act provides: Section 1. That the board of commissioners of Robeson coun ty shall, on the 1st Monday in April, 1909, and biennially there after, elect a board of road trus tees for each township in the county, which shall be composed of three citizens, residents and tax-payers of the township. Ccction 2 provides that the term of office of said boards shall be two years and that they shall meet within 20 days after elec tion and organize by the election of a chairman and secretary. Sec tion 2 prescribes the oath which the members shall take to hon estly, dilligently and faithfully perform the duties of the office. Section 4 provides that the road trustees shall meet on the first Monday in May and November, and at such other times as a ma jority of them may deem advis able, and shall keep a record of their proceedings. It shall be their duty to examine into the condition of the public roads of their respective townships at least twice a year and make a report in duplicate on the condi tion of said roads, and present one copy of said report at th May and November meetings of the county commissioners, giving the other copy to the solicitor. Section 5. The board of road trustees shall have the right to lay out, alter or discontinue pub lic roads that are wholly within their townsmps, ana the com missioners shall have the same right with regard to roads that extend into two or more town ships. It is provided that the right of way of all public roads shall be 40 feet wide, and the supervisors, with the approval of the road trustees, shall determine how much of said right of way shall be used for public road pur poses. Section 6 makes all per sons who shall neglect or refuse to perform the duties enjoined by this act guilty of a misde meanor, to be fined or imprison ed, or both, in the discretion of the court. Section 7. The road trustees of the several townships shall, on the 1st Monday m May next, or within 4 weeks thereafter, divide their respective townships into suitable road districts, making such alterations annually as they may deem proper, and cause a brief description thereof to be made on the township records; they shall appoint one, and not more than three, supervisors for each township, and each super visor shall be furnished a plot of his road district. The supervi sors shall take an oath and give such bond as the trustees snail determine; and on refusal to qualify and serve shall pay $25 and costsj into the road fund of the township. Sections 9 to 18 deal in detail with the duties of supervisors and road trustees. Section 19 provides that all ve hicles shall pass to the right of the travelled way, every person wiliully violating this provision to be liable to a hne not to ex ceed $10. Section 20 makes transporting logs or other tim bers along public roads by means of sliding on the road bed by the method known as snaking logs a misdemeanor, subject to a fine of not more that than $50 or im prisonment not more than 30 days. Section 21 provides that road trustees shall receive as com pensation for their services $1.50 per day. such compensation to be paid to trustees for not more funds, violations of law or mal- than 12 days in one year. Under feasance in office, and shall per section 22 road supervisors may form all other duties heretofore be paid not exceeding $2 per day performed by the finance corn- tor each day acctually engaged mittee of the countv. LETTER FROM ALABAMA. in road work. Section 31 provides that the supervisors shall work public roads that lead to different towns of the county on through the towns, this not applying of course to the side streets of the towns. All petitions for the establish ment of new roads that lie wholly within one township shall be addressed to the trustees of that township, but if the proposed road shall lie in two or more townships the petition shall be to the board of county com missioners. Where a public road is the dividing line between two townships and where a bridge is on the dividing line the cost of maintaining shall be borne jointly by the townships. Bridges on all public roads across Lum ber river, Big Swamp and Shoe Heel creek shall remain in the hands of the commissioneis and at the expense of the general county fund. The commissioners shall have charge of the chain gang and shall have the right to hire out either to the road trustees of the several townships or to any per son, firm or corporation. Section 39 gives the county commissioners, on and after the 1st Monday in June next, and annually thereafter, power to levy a special tax on all property and polls for road purposes, the tax not to exceed 25 cents on the $100 valuation of property and 75 cents on the poll. For collecting and paying to the treasurer all sums levied for road purposes the sheriff shall be allowed a commission of 4 per cent., and the treasurer shall be allowed the commission This board shall supervise the listing of taxes and the assess ment of same by the various list takers and assessors of the coun ty, and the chairman of the board shall examine the tax lists and see that they are properly made out. The chairman of the board shall investigate the listing of all property in the coun ty subject to tax; he shall perform all the duties here tofore imposed upon the register of deeds in sections 74, 76 and 77 of chapter 258, public laws of 1907, known as the machinery act; he shall exercise general supervis ion over the tax books of the county with a view of preventing the double listing of pro perty and similar errors; he shall receive reports from the mayors of incorporated towns in the county on or before the 1st Monday in June of each year the names of all persons subject to The Heart of the Writer Made Glad by Post Cards From "Aunt Becky" and Others The Laymen's Movement Con vention. The members of the board oth er than the chairman shall re ceive $5 per day for each day they shall be engaged in the dis charge of their duties and 5 cents per mile for each mile going to and from the place of meeting, this compensation to be allowed for not more than ten days in any one year. The above covers the salient features of the act. It shall be in force, after April 1st next. After it was passed in the Sen ate Monday Senator Shaw se cured reconsideration of the bill in order to give him time to examine same, as he had been sick for a few days and did not have time to examine before its passage. AUDIT AND FINANCE BILL. As mentioned in Monday's Robesonian, an act providing for a board of audit and finance for Robeson county and fixing the duties of the same passed the House last week. The three members of the board shall be appointed by the General Assem bly for a period of two years, and if a vacancy occurs the res ident judge of the Superior Court for the seventh district shall ap point. No member of the board shall be in any way interested in any other public office, be the agent or employe of any public officer or be interested in any con- ract m which any other depart ment of the county government is interested. The members of the board shall take oath to inquire into all matters relating to receipts and disbursements of public unds of the county and make a true report thereof. The chairman of the board shall give bond in the sum of $5,000, subject to the approval of the board of com missioners. It shall be the duty of - the board to investigate and file a detailed and itemized account of the condition of all county finan ces; the accounts of all officers of the county, including the boards oi education and road supervisors or their successors: and it shall publish at least once a iyear, and oftener,if necessary, a statement of the financial condition of the county, showing by itemized statement the permanent and floating debt of the county, when contracted, what for and when due;and shall also publish a state ment of the receipts and disburs- ments of the county of all public funds of the county, showing the total amount received and the total amount disbursed for each partic ular purpose, said report to be published at the court house door and also in some newspaper ot general circulation in the county once a week for at least two weeks. The board shall report to the commissioners and solicitor any misappropriation of public COUNTY SCHOOL MATTERS. Business Transacted at Regular Monthly Meeting of Board of Education. The county board of education was in regular monthly session Monday. The following business wa transacted. Mr. M. McP. Clark was ap pointed a school committeeman in district No. 2, Blue Springs township, succeeding J. A. Mc Millan, who has moved out of the district. A special apportionment of $20 was made to district No. 2, How ellsville, in order to give a four- months school. It was ordered that $5 be re funded to M. C. Moore on ac count of the board not being able to make proper deed for certain school property in Back Swamp township. A special apportionment of$13. 40 was made to district No. 7, Thompson township. Rebates of $29.75 and $5.17 were allowed Messrs. A. if. Stubbs and Wm. Stubbs, re spectively. J. M. Dees was paid $1.25 fcr putting up furniture. It was ordered that W. M. Murphy be paid $27, balance for site for colored school at Fair mont; and it was further order ed that the building is not to be used after the present term for school purposes until the debt of $200 is paid by the patrons of the district. It was ordered that the pub lic school property in the town of Rowland be sold on the 1st Monday in April, the sale to be advertised inThe Robesonian and otherwise in accordance with the act which passed the Legisla ture on the 26th ult. This is a lot purchased for the use of white public school district No. 1, Thompson's township, which, since the establishment of the graded school in Rowland, is not needed for public school purposes. were clearly visible, kindly sends me a batch of Scottish Chief newspapers. Thanks, brother, we were delighted. But I have something dainty for the last. Above my mantel, in a conspicuous place, are ar ranged a number of post cards which I appreciate most highly. Among them is a picture of a pine bough with five beautiful cones on it. On all the vacant space is written in a neat hand words of friendly encouragement which cheered me much. It was signed Mrs. A. B. McElyea, Max ton, N. C. This afforded me genuine pleasure. I regard "Aunt Becky" as a benediction to her county, her State and her race. She has the rare fac ulty of taking hold of the read er, carrying him back to the good old days of Auld Lang Syne, and entertaining him as if he were seated in her presence. And then her devotion to the 'Squire, and her utter contempt for that which is mean or low. There is no vitriol in her ink. The integrity of the "State of Robeson" still remains. I am erlad that the guestion of division is to be settled by ballot of the whole county. I rejoice in the prosperity of the people, and trust that what may be for the best interest of the greatest num ber may result. Birmingham has had a great benediction. The Laymen's Con vention of the Presbyterian Church South assembled in the Hippodrome, and from my view point in the gallery I looked down at the great sea, not of faces, for I was in the rear, but upon a thousand or more gray-headed, and younger, laymen, all intent upon the stage and the grand men who sat thereon.
