COMMISSION AND MANAGER PLAN OF COUNTY GOVERNMENT (Continued fro page two) think, should have charge of all property, highways, bridge?, buildings and tools, etc., of our county. Third. The Department ui Public Well-fare. ' In charge of r.ealth. rchools, and everything pertaihirg to the well-fare of the citizens of the county. Fourth. The Department of Public Safety. This department to do all police duty, serving all legal pro cess and make all collections. Fifth. The Department of Re cords and Finance. This demitrrert would have charge of all records, all court proceedings, receive and dis burse all money belonging to the county under proper voucher from each department.. Under this head proper accounting for all departments is provided for. The assessments and license are made by this department. In fact, a mod ern and proper method of bookkeeping and accounting, centralized in one department, this department keeping check on every financial transaction of the county.. Comparisons of Present Salaries with the Possibilities Under the I m pro v. ed System. The county pays at present salaries amounting, or at the rate of, $32,100 per annum. The incidental expen ses such as lights, water, janitor ser vice, stationary, clc, lave not in. eluded, but if all these items have in creased like the taxes, I expect our court House and salary account would nearly equal the total levy of 20 years ago. You will note x that at presept rate the salaries exceed 1913 total approximately $5,000. Let's imagine we had the county di vided into departments as suggested by the Dayton plan, and see if we think a good manager could employ the necessary help in the different de partments at a saving to the county and give us better service. First. The Department of Law. I don't know what it costs, but I feel safe in saying one lawyer would do the whole work cheaper than several are now charging the different offi cials for their services. Second. The Department of Public Service. That department would care for all property belonging to the county. We would have to imag. ine that we could at least maintain cur present efficiency in handling our road matters and have some of the road tax left. The road administra tion is about all we have gotten for the four to five hundred thousand dollars spent under the present sys tern and God only knows how much has been spent for tools and equip ment to be lost or thrown away every two years, when the road law is changed. You will agree with mo that we take no risk or loss on this de partment. Third. The Department of Public Welfare. Under the present system the salaries of health officers and su. perintendent of education and his clerk, not including incidentals or ex penses of the boards, total $5,300.00 This department could make a hand some saving and still maintain or im prove its efficiency. 4th. The Department of Fublic Safety. This would take the sheriff, his deputies, rural policemen and so on under this head. My information is that this department is at the present time costing the county $11, 100 per annum. This service cost the county two years ago $4,800 or $6,300 less than at. present. I pre sume the service is more efficient, but it looks like we might maintain our present efficiency or improve it at a saving of something like $5,000.00. Before' leaving this subject I would suggest that you take your county comissioners and senator and repre sentatives to one side don't embar ass them by asking them in public- -and ask them to please explain why it is necessary to increase this cost $6,300 more than it was two year3 ago and probably $3,000 to $5,000 more than under the halri ie sys" tem. Fifth. The Department of Records and Finance. This department would take the place of the clerk, auditor, register and treasurer. These sala ries combined at present amount to $13,400 per annum. A good mana ger could cut this item at least half Jnd still greatly improve the effi. ciency . The clerk tfr head of this depart ment could be secured for $1,800. This would leave $1,900 to embploy book keepers, stenographers and other cler ical force necessary to maintain an up-to-date system of accounting for every department and every trans action for the entire county, out of one half the present expenditures in these 'departments. This, of course, does not make allowance for political campaigns or campaign contributions, but under this improved method bus iness is substituted for politics and employees are paid for merit and ser vice. Political debts and bossism have no place in the manager and commis sion plan of government. Suggestion to Voters. If I have convinced you that we r.eed a change and that we take ab solutely no risk in making the change, if you are now, or become, satisfied that this plan would be an improve ment and you want it put into effect, then would come the question of hpw to obtain this change. My answer is through your Senator, Representa tives and commissioners. Here is tha place for you to put your coupling pin down. If you send men to the Legislature who really and truly desire this eco- j nomical efficient,, business-like gov-, ernment established, they will find a way to get it. If you send men there 1 who don't want it they will find ob stacles to defeat it. I have already heard of some citizens raising consti tutional and machine politics possibi) ities against it. This kind of repre sentatives won't get it. There is difference of opinion about the constitutional election require ments for two officers, but even if these have to be elected the Legisla ture has full power to prescribe their salaries and duties and these could be put in departments and under the direction of the manager, which would brirfg the same results. The recall of the commissioners and manager would guarantee that poli tical machine days were over in thi3 county, besides, the manager is not an elective, but an appointive, officer and usually for only one year; there- lore, I repeat, if your Representatives want it they can get it for you, possi biy not identical with the plan I sub mit, but in effect the same thing. An other objection I have heard is that it would give one man too much au thority. I repeat, we take no risk; your recall and referendum gives you a safeguard on this point, that our present system has never furnish ed.
