As a substitute the bill empowers marshals of every incor porated town or village to execute papers and make arrests without warrant, only on fee allowed by law, and makes it mandatory that they shall execute all papers issued by recorder's courts of the county on demand of the sheriff. There is ample provision for keep in up roads after they are built; and this important matter, on which so many counties that have issued road bonds have failed, is made man datory, so that there is no getting around it. It is provided that it shall be un lawful for any member of the road boand, or any employe, to be inter ested directly or indirectly in any contract, or for supplies to be pur chased from a firm with which any member of the board is connected in anv way. If this election fails to carry the county commissioners may call an other election at any time after ex piration of 6 months upon petition officer and act as his deputy until hn can pet to the scene of the trou ble. This bill will be made a State wide law. it is thought. Recorder's Courts m recently filed in the Supreme court of tne United States to force the payment of the bonds. The bonds were donated by American bondhold- eis to a charitable institution m Cuba. The bonds upon which Cuba's petition was based amounted to more Chan $2,000,000. A message from Gov. Craig setting forth the withdrawal of Cuba's suit was read in the House of Represent atives Friday night and the House passed resolutions expressing pro-t found thanks for the action and com mending the service of Senator Ov erman performed for the State in thi3 matter. Cald well of Lumberton auditor at a salary, of &1.800 the year. Mr. Oliver says his only reason for this is for economy, Mr. Caldwell hav ing indicated that he would accept the office at that salary. Mr. Sel lers has put in a bill naminer Mr. J. M. McCallum of Red Springs, the present incumbent, at the " present salary $2,475. There is no frac tion between Messrs. Sellers and Ol iver, so far as appears. Neither ques tions the competency of either of discussed, but no action was taken All the ladies in town are urged to join the league, as the purpose of the organization is to help all the ladies, and not a few. One Negro (Seriously Cut by Another at Red Springs Columbus McCallum, colored, was brought to jail Saturday night from Red Springs after he had dangerously cut Sim Stubbs, another negro, with a knife. It is said that Stubbs' con dition is serious and not much hope is entertained for his recovery. It is not known what the trouble start ed about. McCallum was brought to jai by Rural Policeman T. F. Lewis was called by 'phone Friday night about 9 o' clock to look after a bunch of strange negroes who were camping near the home of Mr. W. R. Tyenr. Mr. Tyner was away from home and about dark one of the negroes went to the home of Mr. Tyner and start ed to enter the house. Mr. Davis, who works in Mr. Tyner's store, drove the intruder away. Caldwell & Son about 200 in number Friday afternoon. The little folks witnessed the picture show, after which they were served with ice cream by the drug store. Pictures of the children were made in front of the Caldwell store, where they assembled, in front of the thea tre, and also in front of the Pope drug store.
