ton, North Carolina, on the ninth Monday-after
the first Monday in Sept.,
1917, it being the 5th day of Novem
ber, 1917, and answer the complaint
already filed in this action within
the time allowed by law, or the plain
tiff will apply for the relief therein
demanded and for such other and fur
ther relief .as may be demanded in
this action.
You are further notified that this
action was instituted by the plaintiff
above named for the purpose of fore
closing two certain mortgages, one
of which "was executed by G. R. Smith
and Malroiin Smith to one B. W.
Trrsend to secure the payment of
the .sum of $650.00, with interest
thereon as stated in said mortgage
deed, which mortgage deed is regis
tered in book No. 19, page 29, and
following, and one other mortgage
executed by Haynes Smith to the
Elaintiff on the 5th day of Novem
er, 1932, as appears of record in
Robeson county registry book No. 25,
page 239, as follows : for the purpose
of securing the note therein set out,
and that said mortgages conveyed the
interest f the mortgagors in and to
the following described lands:

township, Robeson county, North Car
olina, adjoining the lands of J. T.
Denny, Robert McNair estate, partic
ularly described as follows:
BEGINNING at a gum in the edge of
an open pond, Dr. Duncan Smith's
line, the beginning of a fifteen acre
survey and runs N 15 chains to a pine,
the beginning cornor of a oU-acre
survey, and thence with the first line
of the said survey N 75 E 22 chains
to a stake, Tolar's line; thence with
that Sne N 16 chains to a stake:

a stake in Ausley's line; thence with

in the east edge of the said branch;
thence E 23 chains and 67 links to a
stake; thence N 36 chains to the be
ginning, being the 200 acres devised
to Catharine Tolar, now wife of J.
1, Ausley, by Daniel P. McNair, and
conveyed by deed to Henry Smith by
J. T. Ausley and wife, Catharine Aus
ley. You are further notified that a
judgment herein has been rendered
a guns t part of the defendants which
is set out in minute docket No. 20,
l ge 545, same being J. D. No. 15113,
page 440, and that it is necessary in
order to fully protect the interest of
the plaintiff that either partition of
said land be had in order that said
mortgage be satisfied or that a sale
of all of said lands be had for the pur
pose of partition and determining and
satisfying the rights of plaintiff in

from infected mosquitoes and unless:

quinine to kill the malaria organism .

fection from one season to another, j
When the first warm days come inj
the spring, they have their first ?
"touch of malaria" and -are ready to
irrPai- f.-io first-, mosnuito that bites
them. Thus malaria is always with
us. Man infects the mosquito and
the mosquito in turn infects man.
In the spread of malaria, the ques
tion is, who is sinned against most,
man or mosquito? If man got rid of
malaria in the winter as the mosqui
to does, the charges against both
would be equal. But as man becomes
the agent that carries over malaria
from one season to another and he
himself infects the mosquito, he sins
more than he is sinned against. As
a matter of fact, if every malarial
person should cure himself of this
disease in the fall there would be
neither infected mosquitoes nor in
fected human beings thenext spring
and summer.
Quinine is the only cure for mala
ria. But the trouble is persons with
malaria will not take enough to get
completely cured. They take a few
doses and feel so much better that
they consider themselves cured, and
take no more quinine. Consequently
they go all fall and winter only half
cured to have chills and fever again
next summer. Everybody who has
had an attack of malaria this sum
mer should see his physician and know
how much quinine constitutes a sure
cure for malaria and proceed to take
it without let or hindrance.
LEADERS IN BANK CREDITS
Uuniversity News Letter.
New Hanover lead the State in
bank loans and discounts with a total
business of ten millions in round num
bers in 1915. Mecklenburg was a
close second with more than nine mil
lions, Forsyth followed with seven
millions, Wake with six millions, Bun
combe with three millions and Edge
combe, Wayne, and Wilson with two
millions each. There are twenty-one
other counties with business in bank
credits amounting to more than one
but less than two millions each. Nam
ed in descending order these 21 coun
ties are: Pitt, Robeson, Gaston, Crav
en, Rowan, Granville, - Cumberland,
Iredel 1 ,Cle veland ,Union,Cabarrus ,Da v
idson, Catawba, Surry, Rockingham,
Halifax, Vance,Beaufort,Scotland,Pas
quotank, and Richmond.
When the business of lank loans
and discounts -is reduced to a per
capital basis, it appears that in 1915
only 18 counties were above the State
average of $45.28. - .
At the bototm of the list are 16
counties with bank credit amounting
to less than $10 per inhabitant. Four
of these counties fall below five dol
lars per inhabitant, while three coun
ties, Graham, Camden, and Currituck
had no banks "at all. , The last two
counties do their banking most largely
with Norfolk and Elizabeth City.
New Hanover Leads.
Both in the total volume and the per
capital amount of bank businness in
loans and discounts New Hanover lead
the State in 1915; in the first instance,
because Wilmington is the big bank
ing center for all the lower Cape Fear
counties, and in the second instance
because New Hanover is a very small
county with four fifths of the popu
lation dwelling in Wilmington.
Banking in New Hanover has al
ways been a prosperous enterprise.
In 1915 the business in bank loans
and discounts amounted to 7.4 dol
lars, for every dollar of capital in
vested in bank capital.
The demand for bank credit is man
ifestly brisk in this area. The small
banks in seven other counties in this
region are also active and the busi
ness they did in loans and discounts
compared with their capital in 1915
was as follows: Brunswick 6 to 1,
Duplin 6.1 to 1, Columbus and Bla
den 6.4 to 1, Pender 7.5 to 1, Samp
son 9 to 1, and Onslow 9.2 to 1.
These ratios are all beyond the aver
age of the State, which was 5.3 to
1 in 1915.

The Jungle of American Democ
racy A Wasteful System
Which Calls for Thorough Con
sideration. Chapel Hill, Oct. 5 The N. C. club
held its first meeting here Monday
night and began its year's work on
county government and county af
fairs. Dr. Hamilton, head of the his
tory department, opened the series
of 21 topics by giving some interest
ing facts about The County Its Ori
gin, Place and Functions; Conflic
tions and Confusions in North Caro
lina. Among other things he said :
The county had its origin in Eng
land. Early settlers in New England
adopted the town system while the
settlers in the South adopted the
county system of the mother country.
The county lost power after the Rev
olution but it remained a fairly strong
organization with us until about 1868,
when the Legislature took the su
preme power which it today holds.
Local self-government which has
worked so well in New England is a
farce in the South, although we still
boast of being a locally self-governed
people.
Self-rule has entirely passed from
local bodies into the hands of our
Legislature, which makes laws fcr

every nook and corner of the State,
and in 99 per cent of the cases it is
ignorant of county conditions about
which if is legislating. Petty local
affairs which should be handled by
county commissioners are passed on in
Raleigh. The State has assumed full
control but only a minimum of re
sponsibility. The State has provid
ed no system of auditing, directing
and regulating county affairs. Mil
lions of" dollars have been lost to
this State by the failure to provide
a State-wide county audit system,
not because our county officials are
dishonest but because they are un
instructed, unregulated, and without
direct supervision. Fully ten or fif
teen per cent of the North Carolina
counties never had any reason for
existence other than the desire
of some growing town to become a
county-seat and the aspiration of lo
cal politicians to create a new set of
officers. County government in North
Carolina on the whole is a wasteful
system and it calls for thoughtful
consideration.
Our Legislators in the main repre
sent the counties asjinits rather than
masses of people. This with other
conditions mentioned has truly caus
ed the county to become the Jungle
of American Democracy.
The Time is at Hand

Their strensrth and their wealth are
at the service of the nation, and they
stand prepared to spend for noble ends
tne accumulated riches of the coun
