TOWNSHIP ROAD BONDS ACT A RILL TO BE ENTITLED AN ACT TO AUTHORIZE THE ISSUE 01 TOWNSHIP ROAD BON RS FOR THE TOWNSHIPS OF ROBESON COUNTY. The General Assembly of North Car ' olina' do Enact: ; - - Section 1 , That the -board biv,i ty Commissioners of the County of Robeson, upon petition of one fifth of the registered voters in the last general election of any township of the said county for a bond issue for the construction, reconstruction or maintenance of the roads of said township, shall make an order pro viding for holding an election any time not less than thirty lys from the date of such orlr which shall be designated therein, to open the polls and take the sence of the qualified voters of the township on the ques tion of whether the Board of County Oinm!.-: h.ntrs snail issue bonds f'r said t'Viihp for the purpose pro vided for in the petition; Provided t.tat i' J' f-tated in '.he petition the nmtunt of bonds it is proposed to is sue and the approximate number of miles if Iliads it is proposed to im prove by such bond issue: Provided, further, that the maximum amount of bonds issued under this act in such township, together with all other bonds previously issued, including any county bonds, for which the township valuation ir liable' and rema'nine' un paid for such township shall not, in sny case, exceed an amount cquai to ten pir cent ;10 per cent) of the to tal assessed valuation of the town ship. Any election held under ll,e provisic ? this act shall be conducted in the same manner as is now or may hereafter be prescribed hv law for holding- election for the me'mbers pf the General Assembly Ex cept as herein provided. Provided, however, that the said Board of Coun ty Commissioners shall appoint reg istrars of the election, judges or in spectors and'any other election officers and that registratifr ! challenge of voters shall be conducted in tjie same manner as is now or may here ter be provided for the election of members of the General Assembly. Sec. 3. That if at any election ro- vided for by this act a majority of the votes cast shall be against the issue of bonds, the county commis sioners of Robeson County are au thorized and empowered to call a new election in the manner herein pre scribed after the lapse of six months from the election at which the bond issue failed to carry. Sec- 4. That at every election held in any township for road bonds un der this act, there shall be provided! a separate ballot box labeled "Road Supervisor" and ballots shall be pro-, vided for the election of a road su- pervisor and the person receiving the; highest number of votes shall be de--clared elected to that office. Said road supervisor shall be elected by the qualified voters of the township in which he is to serve as township road supervisor and shall hold office until the next general election; and there-1 after, he shall be elected as other county officers of Robeson County. The township road (Supervisor so elected shall have charge of the road work in his township under the su pervision of the county road engineer and county superintendent of roads. The condensation of the said town ship road supervisor in any township shall be fixed by the road commis sioners of Robeson County and paid out of the funds provided by the sale of the bonds or the tax levied for the maintenance of the roads of the par ticular township in which he is elect ed. Sec. 5. That at any special elec tion or elections held under the provi sions of this act the ballots tendered and cast by the voters shall-have written or printed upon theiri; ''For; Township Koad Bonds" or "Against Township Road Bonds," and all elec tors who favor the issue of said bonds shall vote a ballot having written thereon "For Township Road Bonds" and those opposed to the issue of the bonds shall vote a ballot having writ ten thereon "Against Township Road Bonds." The votes shall be counted at the close of the polls and returned to the said Board of County Commis sioners or clerk of the Board of Coun ty Commissioners -within three days following the election and said board shall tabulate and declare the result of the election not later than the next regular meeting following the return of the vote of the said election all of which shall be recorded in the min utes of the Board of County Com missioners and no other record and declaring of the result of the election shall be necessary. The result of the vote shall be counted, declared and resorted to the Board of County Com missioners as prescribed by law in the election cf the members of the Oener al Assembly. Sec. 6. In the event that a majori ty of the votes cast shall be "For Township Road Bonds" at any election herein provided for, if the result has been declared and recorded as afore ;?aid, the Board of County Commis sioners, at its next regular meeting, shall proceed to carry out t'.i3 -vis'ies Nof the voters expressed at said elec tion as herein provided for in tnis act, Sec. 7. The Board of County Com missioners shall then, proceed with the least possibly delay to issue such k bonds in such denominations and of Watch Your Blood Supply. In making the sale of the said bonds, advertise ment of the same shall be made in a newspaper published in the county for at least thirty days and also in such other newspaper as the County1 Com missioners may decide upon, publish ed within or without the State. Sec- 8. If any act shall be passed by this or any subsequent session of the General Assembly authorizing the State to loan money to the counties County only for road work in the par ticular township for which the bonds are issued,, or such tax is collected: Provided, that the road commission ers of Robeson Cpunty shall appor tion to each township, that votes bonds hereunder its pro rata share, according to its taxable property, of the general road fund of Robeson County, to be expended upan the pub lic roads of that township. Sec. 11.
