Without Delay.
' Raleigh, Jan. 23. It is now time
! for the income tax returns for the
year 1919 to be filed, and within a
few days forms for this purpose will
be in the hands of all corporations
and individuals who have heretofore
listed returns. Thqse who are liable
to file returns and do not receive a
form should make application at once
for forms upon which to make their
returns.

It is desired by the Collector of
Internal Revenue that every person
wishing information concerning the
making of reports and the payment
of tax should first communicate with
the division , off ice in the division in
which he lives-
If the results obtained from the
division office are not satisfactory,
the taxpayer may then deal direct
ly with the Collector's office at Ra
leigh. The response to inquiries, however,
and such information as can be fur
nished by the division offices will be
more quickly received than from the
collector's office, owing to the rush
and confusion duringUhe report-filing
period.
All reports for the calendar vear
ending December 31st, 1919, are re
quired, ty law, to be filed on or be-

wait until the last days to file their i
reports, as immediate attention will
insure them more satisfactory results,
because of the confusion that is bound
to exist during the last few days of
the filing period. '
There must be paid, when the re
turn is filed, at least one-fourth of
the amount of tax shown to be due
thereon. Full payment, however, will
be appreciated, as ft eliminates that
much of detail work in the collec
tor's office, possible errors and much
annoyance to the taxpayer.
All payments of taxes should be
made by check, post office or express
money order, and payable to J. W.
Bailey, Collector. Any one giving a
check made payable otherwise does so
at his own risk, as the collector has
stated he will not be responsible for
checks or other remittances not made
payable to him, as collector.
During the filing period there will
De a deputy collector in practically
every vicinity In North Carolina, cer
tainly within reach of all persons' hav
ing to make a return.

Governor Bickett has issued an ap
peal "recommending a period of ser
vice in the United States army to the
youth of North Carolina."
"Whereas:- We should consider
our army as a part of us, and not as
a thing apart; and
"Whereas: Our army is our eafe
gvard against domestic and external
violence; and
"Whereas: The Congress of the
United States has wisely appropri
ated funds for the vociMonal train
ing of our soldiers; and
"Whereas. There have been estab
lished schools in 117 camp3, post and
stations of our army; and
"Whereas: The physical develop
ment, the education and the vocation
al training afforded by our army
will promote good citizenship;
"Therefore: I heartily recommend
a period of service in the United
States Army to the youth of North
Carolina, and especially to young men
in need of a common school educa
tion or of training in some vocation
that will Enable them to make a bet
ter living than they are now making.
