But a the New York prison is chiefly filled from the southern part of the state, where the blocks are the most numerous, it will be more fair to state the proportion of the black to whites in those counties from which cotivicts are sent to the New-York prison, s being, at a rough estimate, bout as I to 20, or 28. Yet, in the pri son, they are one fourth of the whole num- ber ' . ... In this investigation and calculation, the inqui'v tiatheen confined to two extreme rUsics of ignorance and degradation.
