ANf ACT to alter the Constitution of North Carolina. . ' I Thl General Assembly of North Carolina do enact tiree-Sfth of all the members of each Ilousl concurring.! . That khe Constitution of thi State be jillered as follows, to wit: i Amend section six, of the first article, by strikibg ouVthe first clause thereof, down to and incluling the word,"but' this. being the clause relating1 to the Stat debt. - Anled section two of the second article by striking out the irojd " annually," and inserting in lieii thereof, tb word "biennially;" being in reference to the sessions of the General As sembly, j . Strike oat seetion three of the seventh ar ticle, and in lieu thereof insert th following : The county authorities established and au- tho ized by law shall see that the respective coouties are divided into a suitable number -isub-divisions, as compact and convenient in shape as possible, and marked out by de- nlmte boundaries, AVhich may be altered wnen necessary. Said sub-divisious shall be known bly the name of precincts. They shall have incorporate powers. The township gov ernments are abolished. The boundaries of the pr cincts shall be the same which here tofore defined the townships until they 6hall be altered." Strike out sections four, five, six, ten and eleven of the seventh article, which relate to the township system. Amend sections eight and nine of the seyeuth article, by striking out the words "or townships" where they occur in said sections. Stiike out section three of the ninth article, and in lieu thereof insert the followiug : "The General Assembly shall make suitable pro vision by law for the management and regu lation of the public schools, and for perfect ing the system of; fre public instruction." Strike out section five of the uinth article, and in lieu thereof, insert the following: "The General Assembly shall have power to provide for the ejection of Trustees of the Juiversity of North Carolina, in whom, choseu, shall be vested all the privileges, rights, franchises aud endowments heieto fyre iu any Wise granted to, or conferred up on, the Board of Trustees of said Universi ty; a''d the General Assembly may make such provisions, laws and regulations, from time to time, as may be necessary and ex pedient, for the maintenance and manage ment of said University." Strike out section .thirteen, fourteen and fifteen of the uinth article, relating to the Uuiversity of Xoith Carolina. Amend sec tion ten of the "eleventh article by striking out the words "at the charge of the State." and in lieu thereof, insert the words "by the State; and those who do n.t own properfy exemptiou prescribed in this Constitution, or beiug iniuors, whose parents do not owu property over and above the same, shall be cared for at the t-harge of the State. Alter section seven of the fourteenth ar ticle so that said section shall read as fol follovvs: "No person who shall hold auy of fice or place of trust or profit uuder the United States, or any department thereof, or onder any other State or government, shall hold or exercise any other office or place of trust or profit under the authority of this ?tate. or be eligible to a seat in either house f the General Assembly; Prodded, That nothing herein contained shall extend to oliicers in the militia. Justice of the Peace, Commis sioners for Special Purposes." Add another section to the fourtheenth ar ticle to be styled "section 8." and to r ad as follows: "County oliicers, justices of the peace and other' officers whose otiices are abolished or changed in any way by the al teration of the constitution, shall coi tiuue to exercise their functions until auy provisions necessary to be made by law iu Jrder to give full effect to the alterations, so far as relates to said officers shall ha4e been made." 'j Re-number the Sections in those articles from which an section has been stricken without the insertion of another in its stead; and give to any new section that number which by this method would have been given tothesectiou for k'hich it is snbstited. and the alteration shall be embodied into the constitution, and the several sections num bered consecutively.
