We call attention to an article in an other column copied from the Raleigh jxeivs in wnicn tne great inequalities of the Legislation Apportionment of 1868 are shown up. Gov. Caldwell in bis re cent Message makeB an effort to prove that the present Apportionment made by the last Legislature is unfair. The article we refer to shows clearly that the Appor tionment of 1868. made by the Radical Convention was Much more unequal than the present one. The special pleading of the Governor is worse than idle. The truth is there uever has been, and never can be, an Apportionment made in which there will not be very considerable ineqnal ities. In the 10th, 14th, 17th, 23d. 24th. 27tb aud 31st the Governor finds eiht Senators representing 133,771 persons or 77 per ceut. of the raiio. Then the facts are these. In 5 districts the Radicals exceeded the ratio 36 per cent. In 5 districts nctording to the Gover nor's showing, the Democrats exceeded the ratio 31 per ceut. - In 8 districts the Radicals gave only 6S per cent of the ratio. 1 he whole case ; Where the Radicals gave less than the ratio, they gave less than the Democrats gave, and did it in tue strong negro localities, thus giving the colored race, more than a lull share ol representation. Where the Radicals gave more than the ratio, they gave more than the Democrats have given, and did it in the strong whites of a fair share of representation. In conclusion, I gave you a genuine specimen of fairness, as manifested by the Governor's party in 1868. Here follows their work : Population.
