It is be coming a matter of peculiar interest to many of our citizens as to who shall be our next Clerk. This is one of the quea tious, which the Convention, on Saturday next, will undertake to decide in part. That is, they will-give some one the bene of a nominati n. Jt then remains for tbe people to ratify or reject the nomination at t he polls. 1 . Among the names mentioned for this place, we have recently beard that T WW1 w-t mi ' jame jv lverr, isq. mere is no one s in the county more entitled to the place than he. No one better qualified for the. dutie ; and no one who would be more acceptable to the people. Changed Hands. We understand that Mr. Howes, of Gold Hill, has sold the maior part of his interest in the mines of th'-u place to a Northern Company, and that those mines will be worked on aJsrger scale than ever before. The new company is said to be composed of large capitalists who will at once greatily increase the ap pliances for gettijig out the gold, by put ting up the latest and most improved ma chinery. These and miny other mi on in this section will pay handsomely, if properly worked. That we have in Row and surrounding counties as rich mines as are to be found in any section can not be doubted. All we lack is capital to de velop them. That Report As aoon as we get time, we will go to the Court House and endeavor to gather from the Town Treas urer's report, posted up there, the facts with respect to the receipts and disbui se men ts of the municipal government for I he Liat venr. We feel confident froui the year and very little, if any, the year be sliowing tlnrt far that iheie will be no fore, as we know, notwithstanding town a. . in aerie to make oat a copy of tbe urer's statement, and post it, and so on. now, it seem to as very clear that it was the duty of the clerk, and not the treasurer, to furnish and sign the. repot t posted at tne Uoortbouse. but this was merely a "clerical error" and is really of but little importance if the law does say to the contrary and impose a penalty for neglect or disobedience. Mr. Hanghton says it has been cus tomary, heretofore, to publish this matter i J a newspaper ; bat declines to furnish us with a report, because he 'has no au thority to do so. Here he is again in er ror. There is no Dower now to nreveut him if he chooses to do it. The only Board that had any control of the matter is Junclue officio out of power. The law makes it obligatory upon each Board to mtke its own renort: const ouentlv. no succeeding Board can have auv control ot it. Mr. Uaughton is also mistaken when he says the law has been complied with ; for it certainly has not, aa to time. The Charter says, (and it has not been ehancr w o ed although there is a statute changing tbe time of election,) "said report sball be mane out in every December, aud posted for twenty daysncxt previous to tbe first day of January in each and every ) ear ' Urant that the law changing the time for holding tbe election also changes the charter, still the report was not made out and posted according to law. For tbe spirit of (he law at least, is to this effect i The report ahall be made out and posted or published for 20 .days previous to each aunual election. Mr. Hanghton is a gentleman of too much intelligence to deny that the above is a fair aod reasonable statemeut of the facts, if he will but take tbe lime to exam iue the matter. We knew that Mr. Hanghton was not the Board, any more than is the Intend ant, notwithstanding tbe seuselcas twad dle of such as merely wish to bo noticed; but he is, nevertheless, responsible to the pnblic for his actions, as clerk, and especially in the matter here discussed..
