THAT COW LAW in Yet a fruitful theme, and in thise drv limea anything fruitful is a desideratum. There are two parties deeply interested in the cow law, viz s the owners of that kind of stock, who often put themselves to a deal of trouble in hunting ami drif ing them to their homes, for they all, without exception, want their cows to come up to be milked, and to lodge for the night in the (mm rr lot. and tret their neck of feed. It is always a trouble in the household when "brin dled "crumple horn," or "spot,". wearied with the day's grazing and weakened by the heat, lies out in some back street or the common, instead of coining home as usual; and the children, and sometimes the head of the family, turn out and to hunt and driveber up. The other natty interested in the case is the policemen of the totrn hut they from a very different motive and with very opposite feel ings. They are not at all disturbed by the fail ure of the good cow to go home. It is a matter of money1 to them that she should not Jf they find herlying in the back street, or lane, or the commons, they can 'make a dollar or two by driving her to the pound, a very light job, with no scortching sun to broil them, and no public eyes to gaza on them in the little '-sheep- lealing job" they are fngagea in. sney are out of nights on the streets : it is tneir daty to be out, and they are on the outlook for cows, ami rogues, Ac., but more especially for the cows.1 The Commissioners have made it their duty, and for the performance of general duties they allot them a monthly stipend; but for the cow duty they psy them extra; so that it is assumed; that this Is the primary work of the policemen. They are the Com miioners earn 6oyrsther than the town's policemen. We don't blame the boys for requiring extra pay r..r ..trt mean work to be done: but there is iut something hard in the operation of this law on the owners of cows. $3 25 is a big thing in this case. Have our "city fathers" no pity on the poor and the widow t Surely they would not collect $3.25 for such an accidental offense, at a time when money is so scarce, and dishonest officials so insatiate 1 We pray "deliver us from evil and Uad us not into temptation; but the Commissioners tempt the policemen to inflict evil on the citiaens, and strangely- think they are doing good service. A., says : "From a calculation which we have made approximating accuracy, it appears that if the plaintiff is discharged at the end of eight years, the shortest period which the defendant names, he will have paid about 10 per cent upon the amount borrowed, and if held longer, the rate of interest is in creased in proportion to the time, fec.n Now the amount borrowed, was $379.00 which in eight years at 10 percent., (Judge Readc's per cent.) would amount to $6979; at eight per cent., (the legal rate) to $825.56; while the dues and interest to the Associa tion for the same time would amount to $576.00 : ; ' From which it appears that Judge' Rcadc ii the best mathematician in the State.
