From the Newbeiian, To the Honorable, the General Assembly of North Carolina ; The undersigned, in behalf of Craven county, which has imposed the duty upon them, and whose grievances are, perhaps, as great as those of any other county, under the existing system, deem in not inappropriate to suggest to the General Assembly a plan for the government of Counties, which, alter matura reflection, they be lieve, will subserve the purposes of impartial justice, and prove as conformable to the char acter and habits of the people of the- State, as any that can be devised. " First, then, for the management of county affairs, the Undersigned would recommend that three justices lie appointed in each toVnship by the Governor by and with the advice and consent of the Senate, one of whom, at least, if possible, should not be of the same political party with the Governor. Divide these justices jnto three el i-es, that the term of cue-third of them fhuii expire with ihe term of the Gov ernor. Let the justices so appointed, sueceed loathe powers and function of the county com missioners. - , Second. Unlike any other place I have operated in during the past eighteen months, I hear of no "busy bodies" and mischief makers : all appear to attend strictly te their own affairs, live harmoniously, are proud of each other and of their town : Neither do I hear of any "confidence men," robbers rather, (as in other places) who are outside the penitentiary sim ply because a faulty law fails to reach them ; in other words "the law does not find them guilty." A stringent hog'Iaw is enforced here. It does one good to tjraverse their one hundred feet wide streets, with neither hos, cows, geese jior goats swaggering about, marring their beauty, offending the eye ai)d obstructing trav el, with hogs entering any door or gateway they see open or trying to force those that are shut, as in, ; even dogs are rarely seen on the streets : Another trait in society here, that cannot be too highly extolled (if only from its contrast with other communities) is the entire absence of that social blight the hate and bitterness of sectarianism. The whites have jive churches viz : Methodist, Baptist, Presbyterian, Episcopalian and Catholic, and, practically, they are all in perfect accord, the pastors of all often exchange pulpits ! ! ! After three week residence here, I am pretty well acquaintedwith the male population, and yet heard only one man spoken of or addressed by a military prefix viz: Capt. Malloy: rather singular is'nt it; comparatively speaking? The merchants are all' doing a fine thriving business, in fact, too much so to suit the ob ject of my mission here, the Band being com posed wholly of merchants and sale clerkf, who are so busy that they find no time for practice between the night lessons : but as soon as dark ness falls all the stores are closed : How much better if such was the style every where.
