All Controverted V Questions to be Submit ted to a 'Iribunat Composed of Five Srnutors, Five Jifprcsentatives, and Six Justices (the Supreme Court for 1 inal Decision. Chicago, Jan. 17. There is a feeling of great relief in Washington to-night. Thirteen of I lie fourteen members of the Senate and House committees appointed for the purpose have agreed to recommend ihe. passage of a concurrent-resolution by Congress,' providing that all questions raised on the 14th of February y concern ing the validity of any electoral vote shall be referred to and determined by a tribu nal consisting of five members of the Seuate, five members gf the House of Representatives and five Justices of the Supremo Court. The resolution reported by the-comtailteea will name four of the Justices by! their circuits, viz.: Main, iJaliforuia, Iowa, and PeuHylvani The Justices alms designated are Messrs. Clif ford end Field, .Democrats, and Miller and Strong, Republicans. These tour Jus tices are to select in any manner lliery choose a fifth, but it will be anderetood that; tbey will select one of .the two4tt tuainiiig Justices of longest service who were not appointed from 'Ohio or New York namely, Justice Davis or Justice TJradley. To the tribunal thus composed are to be referred all questions that may be rais ed concerning the electoral votes, and their decision is to be final, unless reversed by the vote of both Houses of Congress. Miles died iu ibis city on the 1st from wounds received ia a negro gam bling house on Christmas day; aud anoth er negro named Sam Roes was killed in Sliareu Township last week by three of bis, negro associates.
