It in one of the great fundamental principles of all free Republican governments that the rulers, the office-holders, should he frequently taken from the ranks tithe people. As a general rule this principle tr acted upon, and Presidents, uovernorc, Congressmen, Legislators nnd the like, arc frequently chang- eti.
