The following is the interesting story told by Hera n- deeu. s "iiiere is ample evidence that a vast! area in the Central Pacific ocean now) sunk far deeper than the fathom line goes, was once above the surface uf the 6Pa, and most probably inhabi ted jbXa race of people far superior in intelligence and civilization to the Polynesians and Kanakas, who now dwell on the rocky islands which in former times were the t-ip3 of mountain peaks. An immense area of ocean bed has been sinking for thousands of years, and the character of the people who have lived in that region of l lie world seems to be sink ing jlower and lower as the laud sub sides. The first thing that called the attention of scientific men tothis great fact was the formation of innumera ble! atolls and barrier reef3 in that part of the Pacific ocean. They found on ! the outskirts of this area that there were islands fringed with coral reefs. ;As they sailed past these beauti full islands they saw other island with a barrier circling them. A coral reef below the surface of the water girdled the island at a distance from a half to thirty miles, and whose pres e nee was marked by a ring of snowy foam made by the breakers. As they pen'et rated further into the region of thefsea they came upon atolls, which are! formed by circles of coral inclos ing' a smooth sheet of water. These lagoons are found to vary in diameter froin thirty miles or more to only a few feet, but corals do not build their reef at a greater depth than 100 feet, ant yet ly sounding these singular reefs in the Pacific ocean it was found that the coral reached, as fur as the fathom line went. The conclusion of scientific men was that the bed of the ocean was gradually sinking, and that the; corals began to build fringing reefs on the islands, ami as the land sank the corals kept steadily at work building up as fust as the land went down. As the island disappeared the) flinging reefs became atolls or circles of coral inclosing a calm lag oo n. It was found that the reefs be low one hundred feet are dead, and it is inferred that at a lower defnh than that the corals were killed by cold. .This is the generally accepted theory in j regard to the subsidence of the Pacific. "15 ut there is other evidence which is more interesting, because it relates to the decay of a great "race of people that once inhabited this region. A few! years ago I stopped at Pony ni pete Island, in the Pacific, in east longitude 158 degrees, 22 minutes, and. north latitude GO degrees, 50 minutes. The island is surrounded by a reef, with a broad ship channel between it and the island. "At places in the reef there were natural breaks, that served as entran ces lo the harbors. In these ship channels there were a number of is lands, many of which were surround ed by a vall of stone five or six feet high, and on these islands stood a great many low houses, built of the same kind of stone as. the walls about them. These structures seem to have been used as tetrples and forts. The I P.M. '. ! 1 singular ieaiures ot tnese islands is that these walls are a foot or more be low the water. 'When they were built they were evidently above the water and I connected with the mainland, but they have gradually sunk until the j sea has risen a foot or more around them. The natives on them ilo hot know when these works were built: it is so far back in the past tUat they have even no tradition of the structures. Yet the works show signjs of great skill, and certainly proyc that whoever built them knew thoroughly how to transport and lift heavy blocks of stone. Up in the mountains of the island there is a quarry ofthe same kind of stone that was used in building the wall about the islands, aiid in that quarry today there are great blocks of stone that have been hewn out ready for trans portation. The natives have no tra dition touching the quarry, who hew ed the stone, when it was done, or whythe work ceased. The natives are in greater ignorance of the great phenomena that are going on around them than theNwhite man who touch es bn their islam) for a few hours jfor yrater. There isno doubt in my mind that the isjand was once inhabi ted by an intelligent race of people, whej built the temples and forts of heavy masonry on the high bluffs of the I shore of the island, and that as the land gradually subsided these bluffs became islands. Section 1048 ot the Code reads as follows : "If -any person shall sell, barker or dispose ot any lottery ticket or order for any number of shares in any lot tery, or shall in anywise be concern ed in such lottery, by acting as agent in me ouiiu ior or on oeuaii oi any such lottery, to bo drawn cr paic either out or within the Stale, sue! person shall be guilty of a misde meanor, and punished as in the pre ceding section, viz: fined two thou sand dollars or imprisoned six months or both in the.discretion of the Court." I he law is thus explicit and vet i is charged that in nearly every town in the State some one violates the law by keeping tickets to the Louisiana lottery un sale. Some months ago a resident of Wilson, who does not be lieve it wrong to buy a lottery ticket said to the editor that he.kuewii single month, nearly three hundred dollars to go;out of Wilson for tick ets in the Louisiana lottery. And this gentleman further stated that, of his own knowledge, several ladies had gone into this species of gambling by purchasing tickets. When a gambling concern becomes j thus popular it is high time that an en lihted public sentiment should 'do tnand that an end be put to its exis tence. When our women come to look upon this kind of gambling as all right we are in great danger. Southern women have been far-famed for their integrity and their devotion to right. If they all f-ill back fro ml their position one jot, are they not liable to be led into all kiuds of spec illation aud gambling? In some of the .Northern cities we arc told that public places are kept open where only women resort to play cards for money and engage in other species of gambling. And in Wall street the time has come when it is no uncom mon sight to see women speculators buying and selling stock and risking their fortune.? on a game of chance. The greatest danger to be feared from anything which U wrong is that it may become popular. Everybody rtognizes l ow difficult it is to wage a successful war of extermination against anything, no matter how great a fraud, if the people generally patronize it and defend its practices. The Louisiana lottery, by allowing a man in every Slate to draw a large prize, has become popular. In con sequence in fighting this gigantic fraud the additional odds of having to fight it, cntrenced behind popular favor, renders the campaign against it all the more difficult and discour aging.
