It' the government should begin the practice of redeeming adhesive stamps, the opportuuites for fraud would be increased. Then the adhesive stamps are manufactured at a cost to the gov ernment, which the stamped envelopes are not. The stamps are furnished to the public at the face value -and out of this has to come the cost of manu facture, but in the case of stamped en velopes they are fold at their face value, plus the cost of manufacture.
