Senator Overman addressed the Senate today in favor of railway rate legislation, discussing both the facts and the law. He spoke for more "than an hour and held the attention of both the Senate floor and- the galleries. All the , members of the North Carolina .delegation in the House were present to hear the initial speech of the junior Senator. Though he has participated in numerons colloquies and partici pated and discussed hurriedly the .Panama canal treaty, this was Senator Overmans first set argu- . ment. When he concluded he was heartily congratulated by his col leagues, among whom were leaders . on both sides, who spoke especial ly of the force and originality of the arguments presented by him.
