Vance has received a report from the law com mittee of the National Council, Junior " Order United American Mechanics., 'on the amendments to the State constitution; as passed at the last meeting of the North Carolina counoil in. Salisbury last February; In its report the Na tional committee approved article 2, section .2,7making juniors past State .councillor and State treas urer members of the executive board, but disapproves and de clares the amendment to article o, section 2, increasing tne per capita tax for the purpose of build ing and mantaining an orphans home. in the State illegal and un constitutional. It appears that the building and maintaining o an orphans' home is uncoustitu tiorial from the fact that it is not one of the objects of the order and the members cannot be taxed to pay anything that is not in the object of the order. The national council has for one of its objects the building and maintaining of a national orphans' home and can therefore tax the State councils for such purpose. Winston, dipatch. Washington Corres pondence Louisville CourierJour ual. v Mrs. Jefferson Gains III. Mrs. Jefferson Davis is danger ously ill from grip at her apart ment in the Hotel Gerard in thi3 city. Mrs. Davis is now nearly 80 years of age and it is feared tho attack may prove serious on ac countof her age. Mrs. J. A. Haves. Mrs. Davis' daughter, has been summoned by telegraph. Mrs. Davis caught a severe cold a week ago. Nothing was thought of this uutil warning symptons testified to the attaok of grip. Dr. Robert H. Wylie is attendieg Mrs; Davis. In addition to her ser vants, a trained nurse is in con stant attendance upon the aged woman. It was said at the hotel that grave doubts were held as to Mrs,- Davis recovery. She is gradually growing weaker. New York dispatch. Cotton Killed in Iredell. The indications here are that the unusual cool spell this week has resulted in much damage to cr,op8, especially cotton and vege tables. There was frost Tuesday and Wednesday mornings, but yesterday morning there was a killing frost and from all over the county where cotton is grown came renorts that all cotton UD had i - - . been killed by the frost. In ad dition to the damage to cotton the frost yesterday also hurt early vegetables and it is probably also that the cool spell will affect the fruit that was not far enough ad vanced to withstand it. The low est the thermometer registered was 36, but farmers coming in from north Iredell report fiome ice. Reports from all parts of Meck lenburg "county yesterday-indicat? ed that a good part of the cotton that had come up was killed by the frost and cold Wednesday night. Mr. T. J. Davis, manager of the Elba Manufacturing Com pany, and other cotton oil manu facturers and ginners yesterday re ceived scores of applications from farmers for cotton seed for replan fc iug. One man who Owns a large plantation stated that he would have to plant 200 acres of cotton over again. Quite a number of farmers even yesterday began plow ing up the injured crop to re-plant. From the reoorts it seems that all the cotton that had been work ed was killedj that which had just come up had not baeu disturbed, standing the cold and frost better.
