1 -v? 4--'- viv"CS i. -vv t;- .. ....-v ' NO DATE FOR EVACUATION; Peace Commissioners Under Responsibility to Leawa Stable fioieraiaeat. j The United States, through its peace commissioners, is not ready to announce when it vrill with draw from the island of Cuba and surrender the reins of goTernment to the Cubans, but this action cannot be taken until the time ar rives when fair elections are as sured. This statement was made by Governor Taft today as a sort of valedictory address to the revolutionisid committee with 1 which the American commission ers dealt in inducing the rebels to cease hostilities aad negotiate peace. The committee had a con ference lasting an hour with Governor Taft, Assistant Secre tary of State Bacon and Charles El Magoon, who is to succeed Mr, Taft as provisional Governor, and at its conclusion expressed satis faction with the position taken by the provisional government. Headed by Alfredo Zayas, the committee visited Govornor Taft for th avowed purpose pf re questing him to declare the policy of the United States toward Cuba and the policy of the provisional Governor concerning appoint ments to public offices. The Americans listened care fully to all the representations of the commission, and then Gover nor Taft replied pointedh that he could not outline the policy of the United States more clearly than was done in his proclamation es tablishing a provisional govern ment for the island. He added that as the representative of the United States he was just as anx ious to surrender governmental affairs to the Cubans as the Cu bans were to regain them, but thf peace commissioners were under the responsibility to build up con ditions which would make the Cu ban government a stable-one. Governor Taft would not pre dict when such a satisfactory con dition would be reached, but he said the Cubans themselves could hasten that time if they were dis posed to do so. A fair and hon est election on the results of which the Cuban people were willing to abide, Secretary Taft declared, was necessary before the United States would feel justified in withdrawing from the island. The great mass of the people of this State is sick of both parties , sick of the party in power be cause of its unexampled corrup tion, 'apathy and depravity, and sick of the Democracy because of its ingrained imbecility, insta bility of purpose and suppression of its decent elements. The Republicans are in power; they fill the offices; they enjoy the vast advantage of possession and the potent buttress of the Federal state. They have eveiy thing save a good character; More deplorable still are the ' Democrats, except that they have no character at all. Mr. Roose velt has sown the whirlwind, ernd they are not content to let him reap the storm himself, but must needs strive out of the materials he discarded or despised to fashion a worse chaos of their own. Dis tracted and disarrayed by a na tional fanatic and vulgar mounte bank, themselves the chattel and the prey of the lowest type of brutal and degraded creatures that ever attained to leadership in aiy party's history, they come to gether at Buffalo pledged to mis chief and consecrated disaster.
