OLIVER MY SOT GET IT. Cerfalo as to His Having Secured the Panama Canal Go .tract. It ig still possible that the gov. jr:iQient may determine to dig the Panama Canal, placing tin work in the hands-of Chief En gineer Stevens, instead of -having it done under contract. The fi nal decision will rest with the Prf6ident and the Secretary v of War and will depend on"t,heir opinion as to whether the adui is istration isr justifi-d in accepting the bid .t" do it ly contract, It was pointed outkday on Jiigb authority that the governm lit has not promised to accept the lid of W.
