Measure Designed to Restrain Federal Courts. Mr. Clayton's measure provides that hereafter it shall be unlawful for any Cir cuit or District Court ot the Uni ted States to issue an in j action or order prohibiting or restrain ing the execution of any State law in all cases except where final trial has been had and final judge ment State the constitution, laws or treaties of the United States. It further makes it unlawful for any Circuit or District Court to issue an in junction restraining any State of ficer or any persons from execut ing any State law except under such conditions as previously noted. Section 2722 of the Revisal of 1905 reads as follows : ''Sigh-posts put up.
