As was to be expected an elec tion is to be held this fall for the purpose of deciding whether or not bonds shall be issued to build the proposed railroad from Salis bury to Monre. You see the build ing of railroads is a very costly business, even after the right of way has been secured by donation and purchase and bonds have been issued . This idea of the people paying for a thing by the issue of bonds and then turning the whole thing over to a handful of pro motors is too mediaeval to interest the thrifty masses of this day and time. If they are to pay for the road, or any portion of it, in bonds they should be given a tint mort gage, or its equivalent, on the road or else no bonds. As Kenresentation UowieB is representing this district in Con gress for the last term he will have, it is hardly worth while to comment to any extent upon his bill, which has for its purpose the reviving of reconstruction meas ures against the south. Accord ing to the Washington correspon dent of the Charlotte Observer, Mr. Cowles says: "Our Govern or is not in sympathy with us and in the last campaign he was quot ed in the newspapers as having declared in a public speech that a "Republican had as well deposit his ballot in a rural free delivery box as a ballot box ; that if they wanted their votes counted they had better vote for him." No man in the State knows better than Mr. Cowles that Gov. Kitch en said nothing of the sort. He does not plainly charge that he did use the language quoted, but he circulates the report in the hope that many members of his party will believe it. Mr Cowles knows Gov . Kitchen is not a f oo and he also knows that no candi date, unless he was a fool of the purest ray serene, would ever make such an assertion in public. Believing that it would be of some benefit to our people to have the U. S. Depart ment of Agriculture CD-operate with T. B. Parker, Director of Farmer's Institutes for North Carolina, in this work, I request ed the Hon. Secretary of Agricul ture to send lecturers to speak at the Farmer's Institutes in the Eighth Congressional district, and I am pleased to be able to inform you that he has -kindly consented to do so and that C. This, it seems to us, is a very proper thing to do. Governments are tor tne purpose of protecting the citizens and there is no doubt as to the necessity of some such regulations. The driv ing of an automobile through the streets at a high rate of speed is as dangerous as a locomotive, a street oar or a runaway team and the life of citizens are in jeopardy, both directly and indirectly. The law is a very timely one, many narrow escapes have occurred, and it is much wiser to take steps to prevent accidents rather than at tempt to adjust matters after something has happened. It is certainly encouraging and refresh mg to have an administration in power that is making every honor able effort to enforce all laws without any regard or respect for persons. The laws are made to be enforced and the officers are but doing their plain duty.
