E Tte of this city, who has tailed for America after spending sever, al months in Europe with the commission investigating the sys tems of rural oredits, has written an interesting letter concerning the work of the commission, from which the following are extracts: "Since car commission reached Europe on May 10, we have stud ied all the co-operative agricul tural systems and have found that they have practically revo lutionized agricultural develop sent iu these oountries. The farmers are being lifted up to a tate of independence and freedom nch as they have never seen be fore, through the medium of these Qooperative scoitties and credit banks. Where they were form ally foroed to obtain their fiuan oial requirements from persons who abstracted from them usur ous rates of interest and inflioted upon them hardship of all sorts, they now obtain credit from these co-operative rural banks at rates of interest varying from two and a half to rive per oent, acoording to the length of time required and the character of loan made." 45 Rillrtids and 80,000 Men to Suffer bj Strike. New York. July 18. Whether a strike of upwards of 80,000 con ductors and trainmen on 45 east era railroads shall be declared within the next few days, depends upon whether the railroads recede from thir present position and withdraw from their refusal to arbitrate the wage and other dif ferences between the companies and the men. This declaration was made to night in statements by the train- man's representatives after the grievance committees of employes from the various raijroads, in con farnnr.a here, had ratified the atrike vote recently taken and had authorized A B. Oarretson, presi dent oi the Brotherhood of Rail way Conductors and W . Q. Lee, president of the Brotherhood of Railway Trainmen, to issue the formal strike order to their re spective organizations. Washington, July 14 Repre sentatives of the 80.C00 conductors and trainmen of eastern railways who have voted to strike for high er wages, and managing officers of the railroads agreed at the White House today to submit their dif ferences to aibitration under the provisions of the Newlands-Clay ton act, which President Wilson ard congressional leaders prom ised to make law by to-morrow eight.
