Parcel Post Weight Limit 20 Pounds After ; August 15. Redaction In Charges. j Washing-ton, Aug. 4. Further jto popularize the parcel post sys tem with the public, Postmaster General Burleson today announc ed that after August 15 the weight limit on packages would be placed at 20 pounds and that a sharp reduction in charges for the transportation of packages would be made. The limit on packages is now 11 pounds. The postmaster general announced also that on the same date the "banking by mail" feature would be introduced into the postal sav ings system. The reduction in charges on parcel post matter for local de livery is from the present rate of S cents for the first pound and 1 cent for each additional pound, to 1 cent for the first pound and 1 cent for each additional two pounds thereof. For delivery in the first zone the rate will be re duced from 5 cents for the first and 3 cents for each additional pound, to 5 cents and 1 cent; for the second zone the rate will be cut from 6 cents and 4 cents to 5 cents and 1 cent for each addi tional pound. The change in the postal sav ings system will enable would-be depositors living in remote dis tricts to avail themselves of the benefits of the system. The re form ha,s been under considera tion for some time. The abotfe is of especial inter- est to the merchants of Salisbury for it means increased facilities to extend their trade bounds, which by advertising in The Watchman and Rowan Record, the papers that go to the people throughout this section, and should erreatlv increase their business. This, it seems, would be the wise thing to do, the sen sible and easiest road 'for trade expansion, and in fact the firm that fails to reach out and take advantage of the widening oppor tunities thus afforded is likely to find his business on the decline. The increased postal service begins August 15th and the news paper service, that is the papers that have the circulation, are now going every week to these people and communijiies and will continue to gro to them. The second re union of the Lu therans of North Carolina was held at Lutheran Chapel Church, near China Grove, Tuesday. The services consisted in the morning of short addresses by Rev. J . B Moose, Rev R. A. Goodman and Rev. R. R. Sowers, interspersed with suitable songs . Rev. C. P. MacLaughlin pre sided over the services, and at a business session at the noon hour, was re-elected president. Rev. C. A. Brown was chosen vice pres ident, Rev, W. H, Riser, secretary and W. C. Sifferd, treasurer. The afternoon services consisted of an address by Rev. R. L. Pat terson, of Charlotte, which was delivered in his usual forceful manner. About 800 persons attended this service. It was decided to con tinue the re-union each year and the first Tuesday after the second Sunday iu August was fixed as the time. Mothers! Henry Walker, of Wilmington, N. 0., came to Albemarle today and took up the remains of his broth er Lijab Wakthat was buried here m this cfty cemetery thirty years ago. Some of the bcnes were still intack, but most all of the small bones were decayed, Lijah Walker was a revenue of ficer in Stanfy county thirty years ago and went to the plaoe place of Dave Fraley who was running a government still, north of New London. Mr. Fraley saw the officer coming and hid him self behind some bushes and when Mr. Walker proceeded to take oharge of the still Fraley shot him in the back from the ef fects of which he never recovered. RURAL NEWS : Written hy OUR CORRESPONDENTS. FAITH. July 29th. Venus spent Sun day night with Mr. and Mrs. John Parks. Mr. Parks is a well fixed farmer and mSkes money selling fine Jersey milk cows and other things from his farm. He has fine hgs and cattle, a good pas ture and lots of good things to eat. He lives at home. Coleman Burgess, who runs ths little block-making maohine at the Harris Granite Company's quarry, leaves today for Peters burg, Va., on a visit. Baxter McCombs and family and W. M. Shiveof Plum Branch, a. U., have arrived in Faith in their automobile. They will visit relatives for a week. John Cord was out home Sun day. He has for a number of years been running ths road roller and keeping it in repair for the oounty. Marcus Brown got his foot mashed at a granite quarry the other day. He is getting along all right now. J. W. Foster of Forks ohuroh visited his neioa. Mrs, R. H. Fink, Friday. Arthur and Tom Foster of Forks church visited at R. H. Fink's Friday. A large turtle two feet long and twenty inches broad was at Peeler Bros. store Saturday. If any one can beat that trot out your turtle 0. C. Holshouser, a seotion boss on the Salisbury and Norwood railroad, has gone off on his an nual vacation, this time to Okla homa. Mr. Beck, who lives on J. Wtlsl NEW ROAD LAW. (Continued from fourth page.) Sec. 23. The Hoard of com missioners of the oounty shall make two divisions of all public reads; the first division shall be known as public highways, and shall consist of the main publio roads leading from Salisbury to the' oounty" line; and be those publio roads that said board of commissioners shall set apart for the purpose of grading and ma cadamizing and the publio roads known as publio highways; the said board of commissioners shall have the right to let by contract or otherwise the building, grading and macadamizing as they shall deem best. The other division shall te known as publio roads, and be maintained as required by law. The width of the publio highways and public roads of the county shall be forty feet when ever practicable, and in no case shall they be less than twenty-two feet in width. The board of com missioners whenever practicable or convenient shall plaoe along be side said macadam road a dirt or day road. The dirt or clay road to be used by the publio whenever the weather permits, for the pnrv pose of saving the wear and tear of the macadam roads. Sec. 21. That all disburse ments for the road fund mentioned in seotion one shall be made by order upon the oouuty treasurer, issued by said board of com missioners and the superin tendent of roads, and the orders of the township supervisor shall not be paid unless approved by said board or the superintendent of roads ; the said board of com missioners in the disbursement of said road fund mentioned is seo tion one of this act shall deal in an equitable manner with all the townships of the oounty. All dis bnrsements of the "Townshin Road Fund" mentioned in section a. two of this act shall be made by order upon the oounty treas urer, isiued by said board of com missioners with the approval of a majority of the committee ap pointed in the township where the road fund is to be disbursed. For the purpose of constructing, im proving and maintaining the roads of the townships as above mentioned, the said ' Township Road Fund" with the approval of the maioritv - of the enm mittee and the board of county commissioners may be expended for the purposes set forth under eotions fifteen, sixteen, seven teen, eighteen, nineteen, twentv ' - two and twenty-thne of this act And any superintendent of roads or township surveyor, or township oommittee who shall, under anv pretense whatever, approve any j order for matarial not received, or services not rendered, shall be guilty of a misdemeanor and shall be fined or imprisoned at the dis cretion of the court. Sec. 2o. The board of commis sioners shall have the right to make such inducements for the use of wide-tire wagons upon the publio roads of said county by of fering a payment of so muoh per wheel as it may setn just for the use of same by any one, or by sl owing a certain disoount in the road tax, to be fixed by the said board of commissioners. Sec 26. Sec 23 That the board of commissioners may, in their dis cretion, purchase any of the im proved road maohines and such other implements and tools as may be doomed necessary or use ful in constructing and keeping in repair saidipublio roads. Sec. 29. That the board of commissioners shall have discre tionary power to make any ap propriation out of said road fund or out of the general county fund for putting in repair any place in any publio road requiring more than any ordinary expenditure of money or labor by the road hands. Seo. 80. If in the opinion of the board of commissioners of said oounty it shall not be to the interest of their county to elect. appoint or continue a oounty su perinteudent of roads, then they shall not be required to do so, but may in their discretion provide othewise for the performance of the duties hereinbefore prescribed for him. Seo. 81. That the owners and operatives of any traction, engine or read steamer shall, when run oing the same on any public road in Rowan County, carry 'with them at least two oak planks, at least two by twelve inches in size not less than twelve feet long, and when running the traction engine or road steamer over any bridge or culvert shall plaoe and us9 Paid planks so as to proteot such bridge or culvert and prevent any injury or damage thereto ; and the own ers or operatives of Any snch trac tion engine or road steamer operat ing the same over the publio roads of Rowan County, shall leave any and all bridges, culverts and roads over which they run th same, in as good condition as they were before they arossed or ran upon them. And any person, firm or corporation violating any of the provisions of this act shall be guilty of a misdemeanor, and upon oonviotion, shall be fined not exceeding fifty dollars, or im prisoned not exoeeding thirty days. That section one, twenty, twenty-two, twenty-three and twenty-four of chapter two hundred and nineteen of the Pub lio Local Laws of Nrth Carolina. session one thousand nine hundred and eleven be, and the same are hereby repealed.
