The recent mobilization of the militia has brought out some rather peculiar things in regard to the appointment and. promotion of officers. One of these appears in a press dispatch sent out from Washing ton under date of June 29. It: says: "Recommendations tor pro motion of officers of the National Guard have been tiled at the War Department. The list was pre pared by Major General O'Ryan and forwarded to Senator O'Gor man, who approved it and added his own recommendation and filed with the secretary of war." It would seem from this that the O'Ryans and O'Gormans have a lot to do with the military af fairs of this country; and it is not unlikely since O'Gorman is the papist senator from the state of New York. iiut the appointment of one Priest Vigliero to be a chaplin in the Louisana milita, not by elec tion or by officials of Louisnna, ilVut by the Roman Catholic A rc- msiiop J li liienk, is even more noticeable. The train employes on all the railroads are voting whether they will give their leaders authority to tie up the commerce of . the country to enforce their demands for a 100 million dollar wage increase. You pay for rait transportation 3 billion dollars a year, and 44 cents out of every dollar from you goes to the employes. The managers of the railroads, as trustees for the public, have no right to place this burden on the cost of transportation to you without a clear mandate' from -a public tri bunal speaking for you. The railroads have proposed the settle ment of this controversy either under the existing national arbitration law, or by refer ence to the Interstate Commerce Commis sion. This offer has been refused by the employes' representatives. Shall a nation-wide strike or an investigation under the Gov ernment determine this issue?
