RAISE FUNDS FOR HIGHWAYS
Important Saving Effected by Issuing
Good Road Bonds on Deferred
Retirement Plan.

People of a county intending to
raise funds for highway improvement
would do well to consider the advan
tages to them of the deferred serial
plan over the ordinary sinking-fund
plan of retiring long-term bonds. Un
der the serial plan, a certain amount
of bonds is retired each year and the
bonds so retired cease to be an in
terest charge on the community. Un
der the sinking-fund plan none of the
bonds is retirable until the end of a
definite period, and the entire sum
raised bears interest for the entire
life of the bond. The county, there
fore, pays interest on the money so
borrowed and in addition sets aside
each year as a sinking fund an amount
sufficient to retire all the bonds .when
they become due. The sinking fund
is deposited with banks and earns.
some interest. This interest ordi
narily la only three per cent, whereas
the county has to pay five or six pei
cent to its bondholders. The serial
plan is a much cheaper method of
raising money for road improvement,
even when the sinking fund earns in
terest as high as four per cent, and
in the opinion of the road specialists
of the department should be utilized
whenever it is possible to market se
rial bonds.
In a study of the road bond issues
of several counties, J. E. Penny
backer and M. O. Eldridge of the divi
sion of road economics, office of public
roads and rural engineering, found
that the serial plap, if it had been
adopted by several counties, would
have saved the taxpayers in one
county $154,269, in another county
$80,702, and in a third county $65,367
over the other plan with a sinking
fund bearing interest at three per
cent. With a sinking fund earn
ing four per cent, the saving
would have run as high as $72,288
in one of these counties. These con
clusions appear in the recently pub
lished Department Bulletin 393, Eco
nomic Surveys of County Highway Im
provement. The following concrete examples
are taken from this bulletin :
"In Dallas County, Ala., the bonds
amounted to $350,000, payable in 30
years at five per cent. Assuming the
sinking fund to bear three per cent in
terest, as set forth in the chapter on
Dallas county, the total financial bur
den to the county for interest and the
liquidation of the bonds during the
30-year period will be $745,702.80. An
equal amount of bonds at the same
rate of interest, if issued under the
deferred serial bond method, with the
first bonds payable six years from the
date of issuance and an equal amount
payable each year thereafter for 24
years, would cost the county at the
end of 30 years $665,000, or a differ
ence, as compared with the sinking
fund method, of $80,702; If four per
cent could 6e realized on the sinking
fund instead of three per cent, the
saving for the deferred serial plan
over the sinking-fund plan would still
be $47,216.
"Lauderdale county, Mississippi,
which issued $500,000 of five and five
and one-half per cent bonds, adopt
ed the deferred serial-bond method,
with the first payment coming 11 years
from the date of issue and the last
payment 25 years. If the county had

the cost would have been $906,875, as
compared with the cost of the basis
adopted of $972,232, or a difference
of $65,367."
Even in the case of a small issue
the advantage of the serial plan is
illustrated in Dinwiddie County, Vir
ginia. This county issued $105,000 of
five and six per cent bonds, payable in
30 years, but the bonds are callable
after 20 years. Assuming that they
will be retired at the end of 25 years
on the sinking-fund plan, with inter
est on sinking fund at four per cent,
the . total cost would be $218,031,
whereas if they had adopted the 6-25-year
serial method the cost would be
$201,100, or a difference of $16,931.

ing is in disrepute and the day of sci
entific and specialized effort has
come to stay.

The 48 states are now spending
$280,000,000 a year on good roads.
Valuable Meal for Feed.
Wastes at fish canneries can be
turned into a valuable fish meal for
feeding cattle and poultry, according
to the department of agriculture.
Supply Fresh Water.
Be sure to keep plenty of fresh wa
ter before the hens. A great amount
of wate is used to form the egg.
One Great Obstacle.
The greatest obstacle in the path of
mprovements along agricultural lines
is the habit ot not thinking.
KEEP STOCK COMFORTABLE DURING WINTER
The cattle should be stabled;
there is no strength in frosted grass
or fodder. Young cattle do better
when kept in open yards, with deep,
well-bedded sheds to go under.
Cows giving milk should be stabled
and given milk-producing food. One
of the best foods for either milch cows
or fattening cattle is dried sugar beets.
It comes in 200-pound sacks. One-half
peck of it soaked in water for a few
hours, mixed with two quarts of wheat
bran and one quart of corn and cob
meal makes an excellent morning's
meal for a cow. Some milk farmers
are feeding sugar beets, corn and
cobmeal, ensilage and mixed hay, buy
ing little grain. On this ration the
cows keep in good flesh' and give a
good quantity of milk.
Personal Attention.
Every animal should be at least
well looked at by the farmer per
sonally every day. The more care
fully lie can look at his stock the

better for them and himself. Give
all the food the cattle need, but al
low no waste. Feed under cover in
raeks ; fodder and coarse hay should
be cut fine, or ground, mixed with
grain and hot water in cold weather
and fed lukewarm. Fodder fed by
this method will be eaten clean and
it will last longer. The most success
ful men are the ones who either do
their own feeding every day or have
competent men to take their places.

thousand and fourteen square
miles of territory have been
freed from the cattle tick by
dipping, but 434,529 square miles
remain to be freed.

Pigeons Carry Infection on Feet From
One Farm to Another and In
fect Neighborhood.
Unconfined pigeons flying from farm
to farm frequently carry the germs of
hog cholera on their feet and infect
a neighborhood, which is then at a
loss to understand how the outbreak
of cholera came about.
The same is true , of buzzards. On
several occasions when investigations
of sources of hog cholera infections
were made by a veterinarian the buz
zard was found to be to blame. Statis
tics published show that pigeons are
responsible for about 20 per cent of
the spread of hog cholera and it is
estimated that they caused in this way
in 1915 about $15,000,000 damage in

TOBACCO STEMS FOR NESTS
Make Best Material for Reason That
Mites and Lice Cannot Stand
Odor of Plant.
Tobacco stems make the best nest-
I ing material for the reason that lice
and mites cannot stand the odor of
tobacco.
When stems are used they should
be lightly covered with straw or ex
celsior to make them softer and to
keep the eggs from coming in contact
with them.
Peas Become Buggy.
Peas often become "buggy" in the
winter time. The standard method
of preventing infestation of grains of
all kinds is to fumigate with carbon
bisulphide. Be sure that your stored
seed Is not Injured when it is so easy
to put the bugs out of business.
Bring Back Old Orchard.
Plenty of stable manure, cultivation
and judicious pruning will almost
without exception bring back to bear
:ng the old orchard that seems to be
oeyond hope.
Keep the stables clean and well
bedded ; bedding helps to keep the
stock warm and comfortable, it saves
feed and a large quantity of excellent
manure is made. The improved steel
tie is the best halter, it gives more
freedom to the animal, it is easy, to
fasten and easy to release the animal.
Attention to Horses.
Give horses roomy stalls, bed well,
clean the stables every morning, have
the stables well lighted and ventilated.
Feed according fo work required. Bran
and cornmeal, half and half by weight,
is excellent, as winter feed, mixed in
cut hay, or unthrashed oats. Have head
halters .with weight on the end of each
strop, then there ,is no danger of horse
being cut in his stall.
Keep road horses well shod with
heavy shoes and thick caulks, that may
be sharpened whenever it is icy.
Brood sows should not be kept in
small, dirty pens and yards; give
them a small lot to exercise in ; they

need vegetable and mineral matter as
well as grain. Wheat bran and oat
meal slop is the best food.
Keep fattening hogs in warm, well
bedded pens. Old corn is the best
grain. Boiled corn is just as good
as ground, and it is a great sav
ing. It should be boiled soft
enough to crush between the finger and
thumb. Boiled corn mixed with wheat
bran is a good winter food for shoats
and pigs.

Many farmers are laboring under
the mistaken notion that a closed
drain is much more expensive than an
open drain, and are therefore wasting
money in the construction of' many
small open drains. The fact of the
matter is, that in the majority of
cases, especially where tile less than
one foot in diameter is required, the
closed drain is the cheapest. The
slope of the banks of an open drain
should not be less than 1 to 1, and
the drain should be in most cases.
for irregular lands, at least 4 or
5 feet deep. Figuring an open drain
of this size and comparing the costof
the same with a 10-inch tile drain, we
find that they are just about equal.
The cost of the construction, how
ever, is not the only thing to be taken
into consideration, but the main
tenance of the system is also of great
importance. In the case of the open
drain, we have conditions exactly right
for the rank growth of vegetation,
and the open drain continually needs
attention. The cost of maintenance
therefore is high. The closed-tile
drain, on the other hand, if properly
installed, requires very little attention
as far as maintenance is concerned,
and in the end is cheaper than the
open drain.
Open drains have their place and
ser-e their purpose well when prop
erly used, but they should be con
structed for outlets of larger drain
systems where tile would be out of
the question on account of the large
size necessary. They are, however,
entirely out of place when constructed
as lateral drains for individual
farms.

HIGH PRICES A WAR BURDEN
Increased Living Cost One of War's

Neutral nations cannot escape some
of the burdens of world war. The in
creased cost of living is a part of the
load every neutral country is now car
rying. A compilation by the foreign
trade department of the National City
bank of New York shows that prices
in the world's markets have advanced
in general from 50 to 100 per cent
Even the most backward peoples are
taking advantage of the war situation
to exact enormous profits. For -example,
the natives of Haiti and Ja
maica, Charlton Bates Strayer writes
in Leslie's, are demanding and get
ting three times as much for their
logwood as before the war, while the
indigo growers and merchants of In
dia, Java and San Salvador are even
more grasping and are getting ten
times the former price of indigo. It
is In foodstuffs, however, that the
shoe pinches the tightest. In the Unit
ed States the high cost of food is the
most pressing problem of the hour.
The New York Association for Improv
ing the Conditions of the Poor has
found that the price of 25 staple foods
shows an advance of 30 per cent, from
November, 1915, to November, 1916.
There had been, of course, a consider
able advance prior to 1915. The Na
tional Association of Master Bakers
of America announces that of the 30,
000 bakeries in this country 20 per
cent have been compelled to go out
of business since the outbreak of the
war on account of high prices of
grains. Flour at ?20 a barrel is pre
dicted before the winter is over.

Sea of Pumice.
A steamship which recently made
the port of San Francisco reports hav
ing sailed in a sea of pumice, near
Sydney, N. S. W. Apparently the ma
terial had been cast up by . a subma
rine volcanic outbreak, and chunKs
ranging in size from that of a marble
to a plug hat were thrown on deck by
the waves. The vessel was several
hours in passing through the affected
region.
