Washington. Enlargement of the National Forest Reserves by 23,700 acres acquired through purchases in the Southern Appalachian and White Mountain was announced by the re servation commission. It brings the total "dded to the public forests in the East and South under the Weeks law up to 1,373,131 acres. The largest single purchase among those announced was a tract of 8,000 acres on Mount Mitchell, N. C. In the White Mountains of New Hamp shire, 4,500 acres were purchased, and the other tracts, scattered through North Carolina, Virginia, Georgia and Tennsee follow: In Burke and Caldwell counties, North Carolina, on the Boone National Forest, 4,300 acres. On the Natural Bridge National Forest in Amherst, Bedford and Botetourt counties, Vir ginia, 12 tracts, comprising 3,135. General Fun ston announced the mustering out stations to which the Nationti Guards men designated in a recent war de partment order to be relieved of bor der duty, will be sent. Waynesville; I company, Mount Airy; L company. Concord; M company, High Point. Negro Gets Bickett's First Pardon. Raleigh. Governor Bickett has granted his first pardon. It is for Nathaniel Bost, of Catawba county, a 19-year-old negro, who has served since last July on a 12-months sen tence for larceny. The eounty health officers report that the negro is sick and that his trouble is such that his recovery is handicapped by confine ment and the fixed diet necessary in prison life. Judge Lane and the mayor and other officials of Hickory recommended the pardon. Salary Raise Constitutional. Raleigh. Attorney General Manning completed for State Auditor Wood his opinion, finding the act of the Legis lature increasing the salary of Gov ernor Bickett constitutional. It is a lengthy document, treating the whole scope of the question and holding that five sections of the Constitution must be construed together, and that officers are elected for specified per iods of time, and further time t the election and qualification of succes sors. Rulings to the effect by numer ous other states are cited. Head of Naval Militia Retires. New Bern. After having been in active service in the state naval mili tia for mors than 17 years, Capt. Ca leb D. Bradham, commander of the North Carolina naval militia, has, at his own request, been retired and the rank of rear admiral has been con ferred upon him. Captain Bradham, or Rear Admiral Bradham, as is now the case, is one of the best known naval officers in the South and during the time that he has held the various positions which he has filled, his work has won him much sraise. MORE II LAND FOR Senator Oates introduced a bill de signed to solve the knotty probb m of meeting the demand of so mauy counties to elect their boards of edu cation. It would have the majority party in the state nominate in all the counties in 1918 and the minority liarty in each county in 1920 and the minority party in the state again for each county in the next biennial elec tion. These nominees would all be appointed by the Governor under the bill. In this way the people would nominate and the Governor appoint and the minority party would have representation in their counties, but the dominant factor on all boards would be Democratic as long as the state is Democratic. Senator Oates is chairman of the committee on edu cation and it is the bill that the Ad ministration will hold out for, If the bill for a state commission 'to ap poTlt should fail. In the Senate, Senator Warren put in the hopper a revised bill for a spe cial commission to investigate and recommend as to revision of the state taxing system. It would have the Governor, the chairman of the State Tax Commission and two laymen constitute this commission to report to the next Legislature. The senate passed the bill by Sen ator Jones, of Buncombe, to raise the age of consent from 14 to 16 years after much discussion and re jection of a number of amendments. The house spent much time discuss ing a bill by Clarke, of Pitt, to amend the law as to appeals, being a change proposed by the special commission on judicial reform, the vote being 71 to 23 against the measure. Senate bills passed final reading as follows: ' Authorize special appropriations for Confederate veterans in Durham coitoty. Amend the usury law of 1915 relat ing to insurance company exemptions. Regulate the fees of the prosecuting attorneys in recorder's court in Robe son county. A bill providing for service of sum mons in certain cases was tabled after number of counties asked to be ex empted. Investigate State Farm. The joint committee on penal insti tutions, Senator Twrner presiding, heard a remarkable series of charges and comments on the conditions at the state farm, and arrangement of the management of the convicts there, by Roy Traywick, of Union county, presented through Representative Beasley of Union. It was a manu script of 35 pages and was to the gen eral effect that the convict quarters are unfit for human habitation; that the white prisoners ae made to use a water pail in common with negroes, eat in the same room, and that the su pervisors and guards are cruel and that the whole atmosphere of the place hardens the convicts and inten sifies their hatred of'society, making them worse than when they were sent to the farm. Troywick is a young white man, who became involved with others in some insurance high financing in Union county, and reecived a peniten tiary sentence. Forgery was among the charges involved in the conviction and sentence. He was pardoned by Governor Craig, just before Christmas, and has not, according to Mr. Beas ley, who believes in him strongly, yet secured employment, but seems to be making a strong effort to take a re newed hold on life. Chairman Turner, Senator Jones. Senator Brenizer, Senator Holderness and others commented on the repre senatation of the conditions and all agreed that investigation should be made. Senator Brenizer took the view that there is need in this state for adopting prison reforms that have been successful in many other states, including paroles, probation indeter minate sentences and payment of part of the earnings of prisoners to con victs families. He moved that a spe cial committee be appointed to inves tigate and report. This was seconded by Gray, of Forsyth, and the follow ing committee was appointed: Sena tors Brenizer and Holderness, Repre sentatives Grier, Beasiey and Ren from, of Mecklenburg. The Senate committee on appro priations. Senator Holderness chair man gave a lengthy hearing on the Scales bill to reorganize the State Board of Charities into a State Board of Public Welfare and voted a favor able report unaimously leaving the matter of the appropriation open for adjustment later in the ession, the plan being to appropriate $20,000. The bill would add two members to the present board and provide a specialist to direct the enlarged work. The spe cial work will be the improvement of living conditions in those fields not al ready covered by boards of education and health and others in conjunction with subsidary county welfare organi zations, and have aspecial oversight o? the various state institutions, spend ing $2,000,000 annually. The bill was advocated and explained by Senator Scales, President Graham, of the State University, and Mr. McAllister, of Greensboro. Senator Oates in the senate and Representative McLendon in the house offered bills appropriating $50,000 for a special campaign for elimination of illiteracy in this state. The senate tabled a resolution to invite Miss Kate Barnard, of Okla homa, to address a joint session. The house passed a duplicate of the bill. Senator Linn introduced the senate resolution, saying that he did so by request and would oppose it. Repre senative Beasley offered the bill in the house and it passed without de bate of any sort. A bill by Senator Brenizer would authoriae any city of over 20,000 population to join with the county in the establishment of a reformatory for fallen women. It would allow not over 100 acres of land to be procured and $15,000 invested in buildings and $5,000 annually for maintenance. The city would elect two directors and two county commissioners and mayor and chairman of county commission ers would be ex-officio members. City and county would each levy a specia! tax of two cents on the $100 valua tion. Calomel Salivates !
