CHAMBER OMMERCE OLUMN By R. E. L. NIEL A special committee of the United States Chamber of Commerce has re cently made a report on local cham bers of commerce treating mainly with the fundamentals of the latter. There is given in this column this week some of the summary of conclusions of the committee of which Richard Grant, president of the Lehigh Valley Coal Corporation, New York City, was chairman. NATURE AND PURPDSE.—The Chamber of Commerce is an organi zation of business men and others who share their general point of view, set up as a non-profit making institution, for the purpose of developing and pro tecting the commercial, financial, in dustrial and civic interests of a com munity. It is a community agency that is striving by proper co-operative measures to extend traae, increase bus iness and strengthen business institu tions; develop and protect industry, natural resources and means of trans portation and communication and protect the public interest in relation thereto; take all appropriate steps looking to a sane growth and devel opment of the city and its resources; encourage proper and healthful pride in local institutions and achievements; f and obtain adequate and desirable reg ulations and development along civic lines. LEADERSHIP.—Chambers of com merce are useful and necessary parts of our civic and commercial life, and have been an important factor in the development of American cities. We believe they have rendered signal ser vice during emergency periods, and that they will assume increasing im portance, modifying their policies and program to meet the demands of the cities they serve. We urge, therefore, that chambers of commerce merit and should have the support and guidance of outstanding citizens in every com munity. CENTRALIZATION OF ACTIV ITIES. — The chamber of commerce should be a strong, central community organization, performing as far as pos sible by means of its own departments, divisions or committees, all those pub lic or semi-public functions that have a. community-wide aspect. coupled with a definite relationship to busi ness, and whose purpose is to advance the general objectives of the chamber itself. FINANCIAL SUPPORT. — It should be recognized as a principle of business that chambers of commerce are an essential part of the commer cial and civic life of our cities. Busi ness concerns should regard support of their chambers of commerce as a legitimate part of their own cost of doing business, and should not look upon the chamber as a separate agency from which individual businesses may readily detach themselves. Chambers of commerce should not be considered as temporary agencies, to be support ed in good times and neglected in bad; but should be looked upon as perma nent central clearing houses ->f the communities they serve, useful and constructive elements in our social scheme, inseparable from the public welfare. It is wondered if the reader of this column, especially if he is a business man or property owner in Salisbury, would not read twice the last para graph. It contains a world of meat that ought to be digested by a large number of this fine people. The other members of the’committee making the report which in full is a very inter esting document are men high in the business, educational and financial world and besides Mr. Grant are:— Wm. R. New ell, General Agent, Columbian Na tional Life Insurance Company, At lanta, Ga. Ralph Bradford, Manager of the Commercial Organization De partment of the Chamber of Com merce of the United States, Washing ton, D. C., was secretary of the com mittee. It was a representative class of Sal isbury citizens who met one morning recently to consider a proposition of an industrial character brought to (the Chamber of Commerce by a New Expect Salary Cut For State Teachers ADDITIONAL EXPENSE SLASH IS MANDATORY Council Of State And Ad visory Budget Commit tee Will Discuss Matter At An Early Date. Additional salary reductions rang ing from 12 1-2 to 20 per cent for North Carolina school teachers and an average of 20 per cent for state employes was proposed at a joint meet ing of the Council of State and Ad visory Budget Commission. A memorandum from the Budget Bureau, addressed to department heads, pointed out first quarter allot ments will be on a basis of approxi mately 60 per cent of appropriations by the 1931 legislature. It added: "It will be necessary to further re duce all expenses, including the cost of personnel.” A 20 per cent cut ^n the salaries of state employes would reduce their sal aries to a basis of 64 per cent of what they were for the 1930-31 fiscal year. The 1931 legislature voted a 10 per cent cut and the Budget Bureau later reduced them by 11 per cent. Last year’s allotments for the de partments totaled $5,400,000, and the Budget Bureau memorandum said it will be necessary to reduce this amount by $1,000,000. There has been no reduction in school teachers’ salaries, which con sume approximately $13,000,000 of the $15,850,000 six-months school fund, since the 10 per cent reduction authorized by the 1931 legislature, and under the 1931 law the Budget Bu reau is forbidden to further reduce them. But in the present crisis, it was pointed out by an authority, the plan has been suggested that 12 1-2 to 20 per cent of teachers’ salaries be "with held” until the 1933 legislature con venes next January. That session, it was said, could order the cut to be made retroactive or provide money to make up the amount "withheld.” Drwtic reductions in teacHers* sal aries may be prevented, it was said, by not alloting the $1,275,000 ex tended term school fund. This money will not be spent until the 1933 Gen eral Assembly has convened, and if it is withheld the next legislature could provide for it or approve the action. -.PATTERSON ITEMS: Patterson-Fleming club held its reg ular meeting Friday afternoon at the club room. There being no demon stration an interesting program was given by Miss Evelyn Patterson. The Patterson Degree Team of the Grange, under the supervision of Mrs. R. L. Patterson, is progressing. They are planning to confer the third de gree at Willow Lunch July 22nd. Miss Mamie Whisnant gave a can ning demonstration at the club room Tuesday afternoon. A nice collection of fruits and vegetables were canned. We are sorry to learn that Herman Shulenberger, who has been very sick with septic sore throat, has had a relapse. The community meeting was held last Saturday night. An interesting program was given. York firm of industrial consultants. That the proposition was not such as could receive favorable response at this time in Salisbury was not entirely un expected but that so many of our bus iness men responded to the telephone call from the executive secretary of the Chamber of Commerce and gave careful consideration of the matter, is a piece of encouragement to that of ficial and a strong incentive to con tinue every effort for Salisbury’s up building and betterment in every way. The picture will op en Monday at the Capitol Theatre. Practically every red-haired actress in Hollywood was given tests for this highly-coveted part before decision was reached by Metro-Goldwyn-May er officials to assign the role to Miss Harlow, providing she would change the color of her tresses. Report has it that the alteration has given the noted heroine of "Hell’s Angels” an entire ly new personality, as well as giving her appearance a totally different as pect.
