ratified the prohibition repeal amendment, the convention unanimously
voting repeal. Through popular choice Alfred E. Smith was made presi
dent of the convention. Mr. Root was received with wild acclaim.
Innocent Man Who Served
10 Years Still Can’t Collect
Madison, Wis.—John A. ("Dog
skin”) Johnson, at seventy, a
thoroughly broken remnant of a
man,, begins to suspecr that ten
years, of his time isn’t worth a cent.
Those ten years he served in the
State prison at Waupun for a mur
der he said he did not commit. For
a decade he labored in a prison
factory and hoed the prison pota
toes.
Then a succession of strange cir
cumstances led to a pardon eleven
years ago. Since then he has been
trying to convince the State of
Wisconsin that he should be paid
something for those years in the
State, prison. A few days ago the
State legislature once more turned
down his plea.
When he heard that his claim
for "wages” had been refused he
said he might try again next year.
Meanwhile, Johnson lives precari
ously, staying sometimes with poor
relatives and sometimes in vacant
Madison coals sheds.

to 1911.

Urges Divorce by Mutual
Consent be Made Legal
Divorce by mutual consent has
been practiced in the United
States since at least 1887, despite
laws to contrary, and shruld be
legalized bcause most people are
in favor of it, the American Asso
ciation for Advancement of Scien
ce was told in Chicago.
About seven-eights of the divor
ces obtained in the United States
since 1887 have been uncontested
cases, "indicating, undoubtedly in
a majority of these cases, that they
were obtained through the mutual
consent of the parties involved,”
said Charles R. Metzger, of the
University of Indiana.
"The feeling prevails,” he went
on, "that the time has come when
divorce by mutual consent should
be considered dispassionately with
the idea of modifying laws to con
form with the customs of the peo
ple.” He spoke before a symposium
on "The Family,” sponsored by the
American Sociological Society and
the Society for Social Research.

American imports is likely to be
imposed in the next few days if
the United States dollar continues
its drop in relation to the franc.
It is understood that France al
ready has advised the state depart
