"Joe” Eastman’s pro-,' <;ram for the nationalization of the entire railroad svstem was hardly a bombshell, for the Federal Coordi-| nator of. Railroads has long been! known as advocate of Government' ownership. What was surprising about, the plan which he submitted to the President and Congress was not only his well-considered state ment that the time is not yet ripe for financng his play, so it W'as merely offered as something to think about for a yea*, or two, but also the provisions which he said were vital, making political control and operation of the roads if and when the Government takes them over, impossible. The Eastman plan, which is go ing to get more serious considera tion than any other railroad plan vet discussed, would swap Govern ment bonds' for all railroad securi tiesB, set up a control board of railroad men to run them, and eli minate all private interests, includ ing the names of existing systems Folks would no longer travel on the Burlngton or the Santa Fe bur on the National Railways.
