old. Rush D. Holt was less than
t\venty-nine-and-a-half when he
was elected last November. There
are some conservative Senators of
both parties who are strict constru
ctionists of the Constitution, and
the indications are that there may
be some difficulty facing young
Mr. Holt on his birthday when he
attempts to take the oath of office
and qualify as a full fledged Sena
tor. If the Senate wants to throw
him out on the technical ground
that he wasn’t thirty years old
when he was elected, they can do
so, for another provision of the
Constitution is that each House of
Congress shall be the sole fudge
of the qualifications and election of
Its own members.
The debate on Mr. Holt’s quali
fications might afford an oppor
tunity for some of the anti-Admin
istration Senators to conduct a filli
buster agains tsme of the Admin
istration bills. That sort of debate
is priviledged. It cannot be con
trolled by any rules of the Senate.
So if three or four long-winded
senators undertook to stage a
speech-making marathon nobody
could stop them. There have been
hints circulating on Capitol Hill
that something of that sort is con
templated.
Aged Poultryman Is
Leading Enthusiast
J. L. Houk, 78 year old Burke
County farmer, is keenly interested
in the future expansion of his poul
try flock.
Despite his years, Mr. Houk is
more enthusiastic about poultry
than many younger farmers, report

man at State College, after a recent
visit to the Houk farm.
The veteran farmer got interest

Our Present Mouth Health Program
In North Carolina

11 1S most gratifying to know
that North Carolina is great
ly interested and awake to the
necessity of a mouth health pro
gram, especially among the chil
dren of our State. A few years
back only the most alarming evi
dence of disease invasion was
over called to the attention of our
government. In fact, those in
mthority were more attentive to
;he problems of agriculture such
is hog cholera, cattle tubercu
losis, and tick fever. Even now
lur farmers are ordered to de
stroy the farrowed hogs and turn
under crops, showing the chang
ng viewpoints under different
stresses.
But miracles never cease, and

he human animal is predomi
nant. His bodily predisposition
:o disease and deterioration is of
so much concern to our State
government that today North
Carolina has on the statute books

fingers and toes, and like these
should give no more trouble. In
fact the digital organs were more
fortunate and, consequently,
healthier because of being seen.

Sometimes the fingers and toes

water; not so the teeth. Hidden
from public display, they chopped
and ground the material to sus
tain the body. With their duty
done, the cleaning of the teeth
was deferred to that more con
venient time which never ap
pears, and the mouth’s arch en
emy, fermentation, commenced
its destructive work.
This, basically, with the at
tending evidences, was the cause
of the beginning of mouth hy
giene and health as we know it
today. Persistently and effec
tually the sponsors of this health
movement have labored for recog
nition. Our statesmen had to be
educated in the belief that child
hood was the beginning of man
hood and womanhood, and that
their health had to be considered
before that of cattle, swine, and
horses. Cooperation with the
ones seeking a mouth health pro
gram for our children was a de
mand not to be denied—a utili
tarian as well as an altruistic

service. We are greatly indebted
to those in our medical society
and our dental society for this
vision that seized and held them
during the formative period of
this movement which is now so
well grounded and sponsored
through our government. Often
I have wondered if our intelli
gent citizens, as well as our State
government, fully realize the debt
owing the two professions of
medicine and dentistry in their
sustained efforts through all these
years to make our people health
conscious as well as healthy.
It is with much pride that I
mention the present fulfillment
of these aspirations in the opera
tion of our mouth health pro
gram. Through the Dental Divi
sion of the State Board of Health
Dr. Branch and his staff of den
tists have done a noble and glori
ous piece of work solely in the
interest of the health of our
people. They have emphasized
the need of mouth care among
our school children, and they
have carried the story of healthy
teeth in healthy mouths in a tell
ing and most effective way, so
much so that we in private prac
tice can note the improvement in
the mouths of our young school
boy and girl patients.
I am heartily in accord with
the dentistry program as directed
by Dr. Branch for North Caro
lina, and should like to see the
activities of this department en
larged rather than any part of
them delegated to inexperienced
local units. I would like to see
North Carolina the healthiest
state in the Union and its people
possess the best-treated teeth in
the world.

Last spring he built a duplex
brooder house and a brick brooder,
saying that this is "safest and most
sensible way of brooding chicks.”
This spring he started 642 baby
chicks and during the first six
weeks he lost only 24.

Better Housing
Day June 15th.
Farm representatives of the Fed
eral Housing Administration are
attempting to make Better Hous
ing Day, June 15, one of import
ance in rural communities. Al
though the farmers are busy in the
fields at this season of the year, the
women’s divisions of many locali
ties are sponsoring programs for
this occasion.
National Better Housing Day is
being recognized throughout the
country. Well over 1,000 model
homes will be constructed follow
ing ground-breaking exercises .to
be held on that day. These model
homes, in most cases, will be sold
and financed through the Mutual
Mortgage Insurance Plan of the
Federal Housing Administration.
In rural communities where
model houses are not to be erected,
other celebrations fvill be held in
recognition of the Better Housing
program. Some towns will be vis
ited by demonstration trucks and
exhibits held.
Demonstration trucks are tour
ing the states of Oregon, Idaho and
Washington to assist in creating
interest in farm programs of the
Federal Housing Administration.
The trucks are sponsored by
power companies and building and
plumbing supply concerns, and the
equipment carried in the cars is
demonstrated at each place. One
or more types of water systems are
exhibited. Home lighting plants,
plumbing fixtures and a model of
a septic tank are generally carried.
Similar tours are being organized
in other sections of the country to
enable the residents' of rural dis
tricts to see the sort of improve
ments which may be made to their
property.
