She suffers under the paralysing wantof an adequate outlet to the sea, every channel she ha to the outer orld, the Baltic included, being yearly closed for months by the aeverity of the Winter. Hence the steady r axe which Russia, from the time cf Peter, has ever fixed upon the Hellespont, her straight path to the Mediterranean, and thence to the At!an tie. But at that rate atanJa Turkev. keeninr watch and ward for her own salvation and for the security of that Mediterranean, where the nag of Russia will float in masterly when the Castles of the Dardanel les are silenced. A few years ago an eminent Scotch writer, dis cussing the character of Russia and the direction of KuMian conquest, maintained that hurope was in no danger from the ravenous ambition of the ISorthern Bear, and triumphantly exe'aimed, u Prussia and Austria are the political ' Pillars of Hercules,' which no invader can rasa!" Indecision and imbecility have marked the career of Prussia And now the Czar, throwing wide the sate of Europe to his armies, stretches forth his sinewy hand to gra.p the keys of the ocean, and make himself at oncj monarch of the sea and the shore. Sooner or later, Kussia will achieve that object, for it is neces sary to her full development, and she has the power and the perseverance to accomplish a design of such vital interest to her welfare. The Rnsslaii Kinplre. Mora than ordinary attention has been lately drawn to this empire by a supposed indication in the Washington Union of the policy of Gen. Pierce's ' administration in regard to it, and by the recent Un friendly demonstration of Russia to Turkey. It would be bj no means wonderful if both Endgland and Franca should now think it high time to pro claim to the advancing wave of Northern aggres sion, "Thus far shalt tbou come, and no farther." Russia is, indeed, a country whose extraordinary character, history and resources may well quicken with alarm tbe pulse of civilized Europe, and keep alive ia nervous minds the recollection of those great invasions which, sweemne from the North, ended in the overthrow of the Roman empire. From the days 0 9 . .1 H .. .l . , oi reier tne ureal to me present moment, araDiuon ana an insatiable thirst for territorial aggrandize ment have been the unceasing characteristics of the great Northern Power. That remnrkable man seems to have stamped the impress of his own daring, en ergetio and aspiring mind, upon the country which his towering genius and resolute will converted, within the short period of thirty-six years, from a swamp to a fertile land ; from the reign of barbar ism to tht supremacy of law.; from poverty and wretchedness to boundless wealth and magnificence; from a political chaos to an order and system as ab solute and pervading, yet as harmonious and un - broken, at the immutable laws which govern the movements of tht planets around their central crb. Feter the Great still lives in the policy of Russia, in the farsightedness, the intelligence, the iron will. and the unscrupulous ambition which have govern , : ed Russian counsels for a hundred and fifty years, and while tbey hart sometimes suffered losses in the field, have crown stronger with every defeat ; which have enlarged their territory without weakening the influence of the central power; and which hold a geographical position whence armies can sweep down upon the fertile plains of Europe, like a thun dering avalanche, and then, returning if necessary to their Northern caverns, bid defiance to all efforts at retaliation Let the reader look at Russia upon th map le !.: i examine her history and glance at her resour 'c-s snl then ear if she be deserving the ridicule ' ' rith h-ofl lip and tremblins hearts, the Eng.
