S33, and in 1 854 this number bus been increased to 1.20X, with a capital of 30l,756,07l , In regard to the w orkings of the independent tieasury, tbe Secretary say that in receiving and paying for the last fiscal year more than seventy-five millions in the current coin, it has kept up the de mand for the precious metals, and has prevented the large bank circulation from ohtnimng the mastoiy and driving the constitutional currency fiom the country. The heavy export of specie during Ike Sast yesr i in part accounted for by the large re einption of the public debt held abroad. Ihe Secretary is of opinion that the present pressure in tbe money market is not owing lo (he specie drain, but to heavy importations, the failure of so many banks, and the curtailment of the circulation and discountof others, which, in the last six months, have reached the enormous sum of nearly fifty mil lions. The continunnce of the coast survey and the light house boerd is recommended. Further aid is asked for protecting human life from shipwreck on the coast, and the report suggebts whether the law should not provido greater security in the construction of steam passenger veiNela, or to leave them, u now, to the ship-owners. From the 1st of January, 1854, to ths Ut of June, sixty three steam vessels have been lost. Allusion is made to the loas of the emigrant ship New K.ra Experiments are now making lor throwing mmturs more effectually. The Secretary calls for such additional leeislntiou a may he deemed neressary to guard against fraud by collectors of tho customs. We give this morning the annual report of the Postmaster General, (t is a long, ably and care fully prepared document, and cannot fail lo excite a feeling of admiration, if not surprise, at its clenr ex hibit of the successful workings of a postal system without a parallel in the world for simplicity and ex tent. Total annual transportation of mails, 03,387,005 miles, at cot of 1 4.630.G76 ; thus, 21,267,603 miles by moles not specified, at 5 cents per mile ; 20,890,530 miles by coach, at 6 cents per mile ; 15,433,389 miles by railroad, at 12 cents 4 mills per mile ; 5,795,483 miles by steamboat, at 8 cents 4 mills per mile. In crease in me iranspouation during ttie pant year 2J per cent. 1 he expenditures of the department during the past year were $8,577,424 1 2, and the revenue $ 6,955,586 22. To the former must be added $133,483 33, bal ances dua foreign offices, which would leave the total deficiency for the year 1854 at $1,755,351 23. The deficiency for the year 1853 was $2,117,078 20 leaving a difference in favor of 1853 of $361,756. The increase in the revenue of 1854, compared with the revenue of 1853, is $970,399 48 or about 19 per cent. ' The Postmaster General alludes at considerable length to the difficulties between the department and railroad companies relative to the rates of compen sation for Carrying the mails. The companies, he says, allege that tbe government should not ask or expect them to perform for it any service at a less rate than that paid by individuals for similar services. This principle, be contends, be has always been willing to recognise iii tbe adjustment of prices. tin.- ; .. Druggist loss $5,000, insurance f3, 000. A portion of the stock and the books were saved. T. J. Lamotte, Book Bindery loss $1,000; no in surance. The building was occupied by the above named gentleman, nnd it, together with the office in the rear and the houso adjoining winch was unoc cupied was owned by Dr.. Fitch, who wa insured for $3,000. 1,'he next building was occupied by S. P. Ogier, and owned by .lames Wright The building ws in sured for 1.0(H), and the stock, which was valued at $8,000, for $5,000. The books and n portion of I he slock were saved. The Exchange Restaurant, owned by the estate of William Beard, was uninsured. The stock, belong ing to the estate of James Rawls. deceased, was val ued ntt0,000 and insured for $2,000. Nothing was saved. Carolina Hall, occupied by James Peckham Craw ford, clothier, and MackU, gunsmith. The building was owned by Jame Peckham. It is not known for how much he is insured. Crawford's stock was not insured. A portion of it, however, was saved -Mackie was insured for $800 A. C. Squier' building and stock of furnituro were insured tlio stock for $4,000, nnd tho building for $3,300 The three story brick building owned by Jame Boatwright, wa insured for (,000. I he first story was occupied by Mr. Bowers as n furniture store, and he was insured for $1800. ON SfMPTKR STREET. The dwelling owned by Mr, Peckham was insur ed for $900. E Bellinger's Law Office was insured for $500 A portion of his valuable Law Library was consumed A small office adjoining the nbove, was insured for $500. The houso occupied by Mrs Packenham was in sured for $500 On the South Carolinian and i'almetto State Ban ner office, owned by Messrs. V. W. Gibbe & Co., the loss is $37,000,' on which there was no insurance. Nothing was saved but the books and a lot of paper. The aggregate loss by this calamity is estimated at $100,000, one third of which only is said to be in sared. Grand Lodge The Grand Lodge of Masons convened in annual session in this city, on Monday last, and after a harmonious session, closed on Fri day.
