The expenses of employinr stent to sell ticket aad to solxil freights r enormous, without perma nently increasing ths traffic of any road, for to area- era! the public ia Ibie country are too intelligent, too well acquainted with tbe different lines of common.. cation, and their ad ran tares and disadvantage, to oa influenced to say extent by tbe solicitation Of gent 1 oeewe woicn, a aoon a on company r. aorta lo tbeee tr can of diverting traffic from other competing lines, ths latter resort to tbe earns meai.a to rstaia it, so tbsl tbe only reault obtained are, a very great addition lo the expenses of the different road, a gradual reduction ia the rate of fares and freight, and th diversion of th time and attention of lb (deer and employee of tb road from Ihe tru intereat of tbe company. Tbls systsra or em pioyiog agents baa tleo d to entieiema and remarks on the merit of the different linee, which have trad. nally been in reduced into tbe hendbillsof the differ ent compsnics, creating an ill feeling between them, wbicb prevent a barmooy or aotion on subjects of common interest, to the great injury of the olockhold era. It oa alto become coetomery lor on company to pay ih employee of other oompaniee for their in fioeneein direotlcg tbetrtSe of their respective roads. a most injurious expenditure lor all concerned, for I beve no doubt that there are many persons in the employ or railroad com pan tee wbo receive pay for ihetr influence from more than one competine ho. If thi be ibe cue, it will earely be eeea bow oselsss the expenditure is lo both oompetinc lines wbo sub sidize them. Tbe natural effeot of all Ibis is to traduallv weaken tbe moral principlee of tbe employee of railroads, for if they eee their eompaniea resort, through tbeir agents, to trickery tubte fure and bribery to secure tbe traffic, they are soon led to believe that deeep lion is not dishonorable. If succeeaful, a'nd they end by practicing it themselves whenever their own in terests are antagonistic to those of the company, and unfortunately 10 short minded peisoos who forget or disregtid lb eonsequenoes of a wrong action, this aolsgeaism of intereat exist in all the relations le tweea a company and ite egeute, for tbe latter in general seek to obtain the greatest possible remuner ation by every means in their power, io exchange for the least possible service. 1 he Interest of stock bold ere will thus be generally sacrificed to thoe of tb employtea, if lb very bigheat etanJard of morality ana juatic h act aet them by the oompaniee in their dealinga with eaoh other end with the pub ic. Contracts by railroad companies lo aell ticket or to forward frtlgbl only by on of two, or more com peting linee, appear tomeeo evidently enjuat, so contrary to the true intereet of ell railroads and of the public, and so opposed to the principles of com mon law regulating common earners, that I cannot eee bow they ean have been eniered into, or how they can contlnus lo be kept in force. They will invariably lead lo tbe employment of agents by the roade injured by such contracts, to conateraot their effsots. All such cootracla ehould at onoo be abro gated by common consent of all parties in interest, aad the public be allowed lo choose by what roads tbey will travel or ship their goods or produoe. The issue of Free Passe over tbe different roads cannot be defended on any gronnd whatever. They are aa gross a a act of Injustice towarda tboee mem ' here of the community wbo do not obtain them, as towarda Ihe etockholdere of the different ompanie wbo have contributed the capital employed in the construction of the roads, which have proved so use ful and so profitable lo the community at large, bat so ruinous to ths unfortunate stockholder. At the commencement, Free Passes were, undoubtedly, is sued only 10 men who bed rendeied services of come kind or another, to the oompaniee iteuing them; but ee bo rule cab guide their issue, tbe introduction of the system ia favor of thoee wbo bad come claim on the companies, gradually led to ita being availed of by every one who bad any meana or pretext of ap proaching aa oOoee of a company and sufficisut aa anranee to niaks the request ot bim. That there caa be no guide lo an officer of a company, in this issue of Free Passes, is very evident. Ifirbe expedient to giv Free Passe to tb principal proprietor of a leading hotel, shall it not he given to hi junior part nsrs, and to the proprietors of all other hotels If a merchant eenda traffic, pioduclng f 3,000 income to tbe Company, and is, therefore, judged to be entitled la a Free Past, apca what ground will it be refuted to a merchant whoea traffic ia $400 per annam, and eo on, ad wmftrm, until it rsaol.ee tbe man whose traffic produces bat f50 per annum, and area the clerks of pe,tiss who Influence traffic, ao a to en care th ioflaence of the latter over their employers f The result ia, generally, that a large number of per ona aocoeed Tn obtaining Free raea, ovxa all aoAPi, without tba (lightest return, ia any way, to the roade who iasue them, whilst the unfortunate etockbolder, who reoeirea ao dividend, ia, generally, made to pej for bie ticket when traveling oa hit own road. . J Another claaa of claimant for Free Passe, are the employee and officer of railroad Companies It it common to have a president or former employe of a railioad Company, travel all over the United Stat, with a circular letter etating hi claim to a Free Pasa. Why ahould the officer or em ploy eee ot a railroad be entitled to a Free Paea over any other road, or even over their owa road when not travel ing oa tbe business of their Company, any snore tbaa any other person ! The fact that tbey are em ployed by a railroad Company, who generally re mnneralee them liberally for their cervices, ought to make ttem equally liberal towards the railroads, ia atead of its bciag a reaaoa to claim a service from them ithoat eompeneauoa. What woald he tbooght of a clerk ia a ttvitbanta employ, who ehould claim, besides his salary, the right to take or aae the pro perty of bie employers and their fellow merchants, without remuneration t Bat it is said, ky railroad manager, that if Free Pateea are refuted to editors, proprietors of hotels, effioers end employees of other railroads, merchants, clerks, t.,li4, they will exert all their inSaecce to divert the traffic lo other linee that will gram them. No important action, en tailing large outlays of capital should be taken by lie ofliwrs until the project fa contemplation bs pub licly known, so aa to permit it to be criticised by the stockholders. This will ia general prevent the errors of judgment of honest effiosra and tlie evil iaientioac f dishonest one. It will also prtvent tbe tnddea bee of credit so frequently the eonsrquroee of incur ring debts without its object beii g kno-an by lb stockholders and ibe publio. 1 be etockboMere will bs greatly benefitted by in sisting oa detailed and aunual reports of ibe adminis tration of tbe a&Airs and of the position of every com pany, aa tbe preparing of anon report force th offioere of a company lo analyx th result of th working of the road, and often makes tbem acquainted with imDortant ucta or results which otherwise micbt escape their observation. I trust that by calling tb attention or railroad manager to these important subjects tbey will, one and all, heartily co operate with tbe New York and Ere Railroad Company ia us present efforts to make tbe reform ao much needed : bat ahou'd long eetab- liahed habit and prejudice tnak them refuse or hesitate to do ao, l call on M atocxtioidere 01 an railroad eompanie. il they I elieve theae reform will arrec the preaent alarming depreciation cl their property aad aid In ultimately re-establisblng its value, lo place tbe management of all railroad in the handa of men who will have more regard to the true interest! of the stockholdere.
