VAMCB 'Governor of tLe Stats of North Carolina, do issue this my proclamation to all soldiers from this Btste, serving in the armies of the Confederacy, who are now illegally absest from their colors, commanding int-m 10 return 10 auiy wim meir comradea, and exhorting them to avail themselves of this opportuni ty of saving their friends from tho disgrace and infamy ' whicn w'li cling forever to me name 01 me deserter from his country's cause, and themselves from a felon's de&th. Many, after carrying their country's flag In triumph through various bloody cooliicta and making themselves a name, of which their children's children might have besn justly proud, have forfeited it all by abssntisg themselves at a moment when tholr owo State is invaded and abont to be desolated by a brutal, half savage foe. Now is tbe time to reinstate themselves, by a prompt return to duty. I ap peal to them to stand by their country yet a little longer, and ' not to sully by desertion tho bright and glorious reputation of the State, which they have helped to win on a hundred hard fought fields ; and I appeal to all good and loyal citi zens throughout the State to give their influence to Induce these men to return. Let no one, unmoved by this appeal to his patriotism and honor, suppose that ho can remain at home with impunity ; tbe full power of tho State authori ties, aided if need be by the Confederacy, shall be put in foroe to arrest him and bring him to punishment after ths 10th day of Febrnary aext, and there shall be no rest for tbe deserter In tho borders of North Carolina.
