TLo Attorney flpnoral, in responso to nn inquiry of the President on the subject, liaa given an opinion to the tfleet that the President can not sennratts the districts for the collection of the tax on cotton from the districts for the assessment and collection of the tax on other rc4act8. This was the point which the delegation of Southern cotton factors and pluuters presented in their memorials to the Presl dent a few days since. The Secretary of the Treasury has also denied the applica tions to have the boundaries of the collec tion districts changed, on the ground that it would take longer for tho new appointees to qualify, select and instruct their, assis tants, Arc, than it would for the present officers to appoint a sufficient number of assistants and deputies. All inquiries as to why the payment of bouuties does not commence, after the re cent announcement on tho subject will bo answered by a careful- reading of the first paragraph of the rules and regulations pre scribed for the presentation of claims, which is'as follows : "All applications- shall lie filed within the period of six months from the first-day of October, 186(5, and, before any payments are made, shall be classitied by regiments, battalions or other separate organizations ; and no application tiled af ter that period shall be settled until the former shall have been paid." , ' i It appears that neither Judge Chose nor Judge Underwood made arrangements to hold court at Richmond to-day, in pursu ance of the adjournment of the court in June last, for the trial of Mr. Davis. Judge Underwood is at his homo in Alexandria, and the Unitd States district attorney of Virginia is here. When this Court adjourns, it will adjourn, not until the next term, which is in November, but until the first Tuesday in October next. The motion of tho District Attorney is therefore gran ted. Lee's Household Effect at Arlington Under an order from the President the household effects left at the Arlington man sion by General Lee, or rather, the frag ments that wero remaining of them, were yesterday delivered to the party authorized by General Lee to receive theni. It appears that nearly everything of any value had been stolen. Many valuable heirlooms, in cludingsomeof the family portraits, had boen purloined. The portraits were taken from the frames, packed in boies, and Btored in tho upper loft of the mansion for safety in 18G1. These boxes had been broken open aad everything of real value taken away, and the letters and private papers of Gen-; end Lee scattered over the loft. A lady friend of the family, with Mrs. Gray, the old and faithful household servant, were yesterday looking over the effocta and gath ering up the fragments worth preserving. The furniture, including' several bed steads, a considerable number of common chairs, two or three sofas, several tables and book-cases, a sideboard, bureaus, and souio hulf-dozen large ancient gilt picture frames, and a variety of other articles of tho kind, were tumbled together, broken, bruised, and in a most vandalized condi tion, in the suite of rooms once used as parlors, on tlie lower floor, preparatory to being shipped away. The only articles re maining there from Mount Vernon wero three book-cases and a carved hall chair. The steamer City of Norfolk, belonging to the new Air Line between Norfolk and New York, made her first trip yester day, arriving at Norfolk at 6 o'clock, P. M., from Auamcssex, on the Eastern shore of Virginia, where it connects with the railrod for Philadelphia and New York. Passenger leaving .Norfolk iu the evening will arrive at New York the next morn ing. The City of Norfolk is a new steamer and was built at Wilmington, Del. It is proposed, as s ion as the line gets to working, to place on the route another steamer, so that passenger canleava Norfolk both in the morning and evening. The great benetit to the traveling public afforded by this line of steamer cannot be overstated. Twelve or fourteen hours will be saved in travel ing to New York from Norfolk, and about ten dol lars will be saved in traveling expense. The rates of fare established by the Old Bar Lin of Steamers, from Norfolk to Baltimore, have been increased since the withdrawal of the Leary Line, and this will tend to divert a large portion of the travel fruiu, this old and well-known route.
