That tho people revolt against snch inconsistency and high-handed insolence, is less surprising than that any political party should have had the amazing effron tery to broach such a project. i Even the infinitely milder policy of last year was not sustained on its merits. The public mind was then in a state of soreness produced chiefly by inflammatory descrip tions of tbe New Orleans riot, and aggra vated by the invective of President Jon i son 'in his Western tour. Jtfany men who Iwcio too self-possessed and discerning to Lo iniluenced by such vitriolic froth, sup ported the constitutional amendment us thinking it the shortest path to the settle ment of a question which had been too long kept open. If tho topio were not too scvero for ridicule, it would bo diverting to hear Re publicans continue- to babble about tho cople supporting tho Congress schemo, just as if nothing had happened. Rut even these foolish denials havo their value, as involving a tacit admission that if the condemnation were real the public judgment ought to bo respected. Have the Republicans rellccted on tho advantago they give us by this implication ? It sug gests the inquiry what would bo the duty of Congress if tbo peoplo had pronounced ne condemnatory verdict so stoutly denied by the Republicans. The question is easily answered ; it would be tho clear duty of Cob gross to abandon tho project at once. Thia conclusion follows so inevitably that tho Republicans can find no way to resist it but by denying tho promises, although in doing so they aro driven to deny tho most incontrovertablo facts. But as they cannot arguo tho Democratic majori ties out of the election returns, tho denials and settled down within ten miles of him it was getting too "crowded "for him.
