Mr. Sweet's substitute was then adopted aa amended. Mr, Lindsay moved to strike out the 32d section and said : Mr. President, The bill under consideration is entitled " an act to provide a system of Publio Instruction- . Mr. Welker said he was satisfied that the Senator did not folly understand the pro visions of the section. Its provisions sim ply authorize the question to be submitted to the people whether they will be taxed or not, limiting the amount to 50 poroent The Constitntion authorizes the Commis sioners to levy a tax sufficient to meet all necessary expenses to provide a system of public schools, and this section simply lim its them in the amonnt of tax tuey are au thorized to levy. Mr. Lindsay said that the Senator from Guilford had not fully explained the mean ing of the section. He says it only pro vides that this question of taxation snail be submitted to a vote of the people. He could soe an additional objeotion. lie was not opposed to people voting to tax them selves, but he was opposed to non-lane pay ers voting to tar thosa who have the bur then to bear, when, it- they were required topayapolltax.it would meet all neces sary expenses for carrying on the common schools, without this additional tax. The debate continued at length. Mr. Lindsay's proposition was voted down. Various amendments were offered to the 'sections.
