The publisher nn- nonnoes that the American (kid Fttlow will be materially enlarged and improved with . the beginning of its ninth year, in Janu- ary nasi, - PoUUcal Praocrlyuoa, The New York Time, ia a recent issue has the following as the first sentence of iti ' : leader : Oaa of tha most satief actorr signs of improving eplnioa throughout tha south, is tha disposition of Bepnblloane to expaag from the law and from ypoU;y 01 tb,l,jjarty U traoas of proscription The rimes, although of ten-times well . posted, ia certainly in a gross error here, for then hat never been a period of Re publican rule, with us, that has been so outrageously prescriptive at now. A few men have obtained the control of the entire party, and the petty leaden throughout .. : the different cities, towns and townships, ' are all dependents of theirs, held together by the feudalism of office. There ia no employment of any kind, either in the gift of county, State or municipality, ao mat- I ter how picayune that employment may be, which any other than a Radical vote oan obtain. The question of capabilitv is entirely set aside and ignorant negroes or itinerant white men, with neither ability to perform properly, nor hqnesty enough to work fairly, are installed in ofBoes of emolument and trust. - Even the very la borerthe day laborer oannot obtain his manual employ unless he shall have first giv en in his adherenoe to the dominant party. On the contrary, where tha colored popu- lation, at a class, are all Radical voteo . . . I.-they oan yet be found in the employ of Iif most every Southern household, and in ' every plaoe of business on the street. While the negroes of the South receive tlie labor and oonfidenoe of the Southern whites, yet those very whiles are urosorib- ad by the party of which that class are the political slaves and tools. So much for the removal, in the South, of the " prosorip Uon and political disabilities " of which the Time discourses. cipal alire, bears oat fully the policy an aoBOtl for himealf by Eagles. s g Formerly t watd t"Jasf " jenU " was applied ia if ' broadost od t oat eom. rav henaive sense, and the I glal !or who was sent to the d linci! of bit State, waa auta- atef far mora by a righteous desire to vote, ia all matters, for.the benefit of the par ticular oommnnity which he represented, than by a desire to advance and promote tha private aims and aelflah views of any maa. or act of mea.Now it ia different, , and the axe of proscription whioh has ao long fallen wpon the neeka of the true white men of the land, ia held up ia ter- rorem over those, of any political shade or complexion, who may fall under the dis. pleasure of the powers that rule and rnin. ::----:;-r ; Tha Can tie Hawsttaw. The Press throughout the country, North at well aa South, are at present buxily en gaged in discussing tha proposed intro duction of Chinese labor into this country, and the rrooositian meets with much ap proval in both station. The imperative necessity for a greater supply of labor in the South is conceded on every hand and the introduction of these Coolies seems to be wished by all, sxoept a few over r.ealoiiN 1 friends of the colored race, who fenr thnt it may injure' the material and political protpeotsof the Unmaeulnto negro. We mutt have more labor, but, whether it will be wise to fill the void with this strange Chinese element, is a matter worthy of careful consideration. The idea that such a course would ia- jure tha negro labor and drive them from the field, cam ba easily refuted, and that, too, by actual figures. It is stated that there are more than four hundred and twenty six million acres of cotton lands in the South, and that, of this vast area, less thitn one fifty eighth part was planted with cotton laat year. Thus, the negro labor is only sufficient to till just one fifty- seventh of tha arable cotton lands of the South, while I lie remsinder it left entirely idle. And the present proposition is not to injure or to displace in any way the colored man, but to merely introduce an other elomont of labor, whereby the waHte placet of the South may le cultivated and made profitable. Viewed in that sense, it oan well to Raid tbat the land is broad enough and wide enoagh for all, and fifty times the number of farm laborers now at work in the South could find the land to labor npon. Rut, boforo tha tint Coolie is brought into this country, the matter should be considered long and well, and in all its different boarings, These Chinese are a strange people ; are, ia reality, our antip odes in birth, education, religion and na tionality, and might prove rather a bane than a blessing. Can they be reconciled to our mode of life, or we to theirs ? We know but little of thorn i less, as a people, tbaa of any other nation tinder the sun. We have been told that there, are some sixty-five thousand of them now in California, and that the mass of them are temperate and industrious, yet clinging to their owa traditions and isolating them solves from all other peoples. Weoaly know tbnt China Is densely and the South sparsely, populated ; tbat the former, with a comparatively small area, baa four hun dred and fifty million inhabitants, and that the waste fields snd other lands of the South could give employment to nearly one-fourth of those. Labor will seek its own level and will regulate its own wages, and, wbother wise or nnwise to admit them among ns, we here prediot that they will come and that the fertile fields of the Carolines will be among the first to find them labor. A number of planters in South Carolina are already arranging to reoeive thorn, and we feel that the neces sities of our owa section will soon bring them here. v 8PBOI A'f,; MRM. RANSOM'S KCmBT.
